On your iPad tap on your id in Settings > iTunes & App Store and tap on 'View Apple ID' on the popup and log into your account - that should give you a payments link on your account's page. Or on your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should also be a payment link.

I have books which I wish to load to a free account on iBookstore. I am unable to do so because the sign-up process keeps demanding details of a credit or debit card. I am neither selling anything nor buying anything, and my Apple ID works fine with NO credit or debit card details (you just specify NONE).
I think Apple had better wake up and wake up quickly, otherwise their 'control freak' attitude is going to lead to authors going to Google - and I will be one of them! In meantime, use an Aggregator or another store. Apple has not had any problem attracting books during the last 3 years and it seems unlikely their policy on this will change to accomodate you. But there is always hope... -

Create a NEW account using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. You must use an email address that you have not used with Apple before.

took me a long time to find the none option - it only appears if you go to itunes, then to the app store within it, choose a FREE iphone-app, select install and then go to create ID. don't know why but then the none option was suddenly there like it should be. doesn't work if you try it in the mac app-store (at least for me it didn't).

These are user-to-user forums, you are not talking to iTunes Support nor Apple.
The link that rmgman gave has instructions for how to create an account without giving credit card details - if you use them when creating an account then you will be able to download items from the store without having to give card details. -
I bought the new ipad this weekend and had £15 credit. For some reason it charged 13 items to be credit and debit card and did not load the item onto the ipad- does anyone know how I can get this credited?
More update on y situation. Now on both the IPAD and IPAD2 I can not got to view my purchase History, it says it can not connect to the ITUNES store, but yet I can still d/l apps and can view my account etc etc etc.
