i have a billing problem i owe money but it wont take the money i owe from the gift card that i just put on my account

You can change the country in the next screen in the upper left if needed. Click on Contact iTunes Store Support under the iTunes Store heading at the top right side of the page. Then click on Purchase, Billing & Redemption in the next screen and follow the prompts.

Note: When purchasing an iTunes Gift, a valid credit card must be on file; you cannot purchase an iTunes Gift with store credit. Purchased gifts cannot be redeemed outside of the country of purchase. For example, an iTunes Gift purchased in France cannot be redeemed on an iTunes Store outside of France. You can contact Apple Support to cancel an iTunes Gift up to two days before scheduled delivery.

My itunes won't allow me to use the money from a gift card

I recieved a gift card, I redeemed it and purchased a few songs as usual. However, when I went back to use it a few days later itunes kept trying to bill my card instead of using money from the gift card.

There's nothing wrong. Apple does not allow gift purchases using a gift card. In order to get an item in iTunes, you have to use your credit card or debit card. I know this is not what you're looking for but I hope I answered your question.

Have you checked the purchase history on your account (Store > View My Account on yoru computer's iTunes), and have you (or anyone who access to your devices) made in-app purchases in apps and/or have you taken out any subscriptions in apps ? After you restored it to factory settings, did you restore as new or from a backup? If it was from a backup, I'd try restoring as new to see if, without any of your previous data, the issue persists:

The camera sees the card OK, but I don't know how to make it take an image.

I don't think that you can do it with older MacBook's which have iSight cameras on them, the redeem by camera lists requirements as :
Mac with a FaceTime camera (an Apple Display with FaceTime works too)
I think that you will need to manually enter the card's code
