You can try a couple of things:
Tap Settings > WiFi > and then the blue ">" next to the network name. Find "Renew Lease" and tap on that.
Tap Settings > Airplane Mode On. Wait a few seconds and turn it back off.

It is yet happening to me. In my case it happens when I plug it to any kind of charger: socket, car... I have to pull it out the phone and plug it in again so it reacts and starts charging.
Of course, I tried cleaning with a soft, dry brush. This had no effect.

That's a very strange issue, but at the moment it could be software or hardware - the only way to find out is by restoring the iPhone.
http://support.apple.com/kb/HT4137 has all the information you need to backup and restore the iPhone.
If it's a software issue, it'll be completely fixed by restoring the iPhone!
If it's hardware, the same thing will still happen even after restoring, and you'll want to get the iPhone serviced.

It sounds like your phone is not charging for more than a couple of minutes when connected to your computer. I recommend these troubleshooting instructions from the article named:

Inspect the connector at the bottom of the phone:
Make sure that there are no bent pins in the connector.
Make sure that the connector is free from debris.
If there are bent pins or debris, please contact Apple Support.

If the device still exhibits an issue, try turning your device off and then on again while connected to power.

If it's a hardware issue, taking it to the nearest Apple Store or mailing it in for service are your only options. There's nothing to be done to fix a hardware issue over the phone.
It's hard to give you any specific recommendations without specific details. You said you tried "everything," but didn't say what that is. Most people who say they've tried everything actually have not tried everything. You say the power button is stuck? If so, that's probably your problem, and it will need to be fixed.

Then there's nothing you can do. Only the previous owner can help you. They must either provide the ID and password, or erase the phone and remove it from their account as explained in the article you were reading. There's no way around this.

No, not at all possible. The device has to be on and it has to be connected to the internet (wifi or cellular connection). Tracking uses internet data, so a device that is off cannot be found remotely.
