I would suggest restarting the iPad and see if the download resumes.
iTunes: How to resume interrupted iTunes Store downloads
Resuming downloads from an iOS device
From the Home screen, tap the iTunes icon.
For iPhone/iPod touch, tap More > Downloads. For iPad, tap Downloads.
Enter your account name and password.
Click the "OK" button.
Click the Resume or Resume All button to start the download.
If you don't see the application to download it, then follow these troubleshooting steps:
Downloading past purchases from the App Store, iBookstore, and iTunes Store
If the app does not appear in your list of purchases, then contact the iTunes Store for help:

HT4009 How to obtain refund for unauthorized in-app purchase in Real Racing 3 game
Recently my 6 year old son was playing Real racing 3 game, he has without our knowledge clicked "Buy" on few options and I have been billed Rs.16610 on my credit card. He was not prompted for any password when he clicked buy option.
As soon as we received alert on these transactions, we blocked the credit card and also removed the card from the itunes account to avoid such mistakes in future.
We need help to find how to obtain refund for this transactions made without proper consent.

To try and stop it happening again you can turn off in-app purchases on your iPad via Settings > General > Restrictions > In-App Purchases 'off, and you should also have a Require Password setting on the Resrictions screen which you can set to 'Immediately' (the default is a 15 minute perid during which it doesn't need re-entering). -
HT4009 how can i get refunds for unauthorized app purchases?
My child got passed my iPad security. I didn't think he was smart enough. He is five years old. He spent over $100 dollars on Dragon City. I'm actually not sure yet how much he spent, I'm trying to sort through it. He did it within 10-minutes, so it shouldn't be hard to track. The charges go to iTunes. (Their FAQ says that I would need to go to Facebook for reimbursement but not sure how that makes sense.) Anyone have any advice?

Using the Egg vs Chicken app yesterday I tried to purchased a bucket of stars in the app for $15.99, however, the stars didn't appear but I have been charged for them, twice! How do I go about getting a refund or getting the stars?
Does the app have an IAP download option, and/or is there any help on the developer's website ?
