HT4009 In app item purchase interrupted, double charged.

I bought some in game gems for Skylanders, right as I hit submit, I got disconnected.  I got back in and didn't have any items show up so I went through the process again and this time it worked.  The next morning I found 2 seperate order confirmation e-mails and a check of my bank account shows 2 charges but I only ever received one of the batches of gems.  I tried going through the website to contact customer support billing, but it kept redirecting me back to the website.  How do I get the itmes I paid for but never received?

    I have purchased a few in-app items on my iPad Mini for the Pokédex for IOS I have been sent a receipt and was charged twice for it, the purchase for the in-app item will not download and continue to say "Error - Cannot connect to iTunes store." I have tried signing out of my Apple account through Settings>iTunes & App Stores, and sign in, It still does not work. I've tried turning my iPad on and off, as well as restoring the purchases, and yet no avail. Any advice/solutions would be much appreciated, thanks.

    I've been having problems with the App Store lately. Mostly on in app purchases. I'll go to buy an IAP and it will fail saying it can't connect to iTunes. So, I'll go to purchase it again and it goes through the second time.  When this happens I always get a double charge on my bill. How do I stop this from happening and how do I go about requesting a refund? This has happened three or four times now.
    I'm on an iPad min/wr and a 5S.

    I had this same problem on my 4S. I fixed it by restoring the phone to factory defaults. Previously, I had taken the additional step of restoring from backup but, as soon as I did, the problem returned. The fix is a hassle as I now have to reinstall my apps but at least I can manage mail on the phone.
    The problem also occurred on my iPad2 but I'm not restoring it as it's a serious hassle (see above) and I don't actually read much mail on the device.
    As a side note, I noticed incredibly high load averages (5+ processes for 1, 5, and 15 minutes; 12+ for 1 and 5 minutes at one point) as well as CPU usage that didn't drop below 15% (apparently all user processes, system seemed to be about normal). As could be expected, this also lead to incredibly rapid battery depletion.
    I can't tell what processes were hogging the CPU as neither of my devices are jailbroken and Apple doesn't seem to like 'top' much.
