Thanks for responding turingtest2 - I finally worked it out (no thanks to Apple!) - I am in South Africa at the moment and availability of content here is very limited (it seems) according to the bloggers - when I looked there is a tiny faint grey note at the bottom of http://www.apple.com/za/itunes/download ...
it seems to pick up South Africa and the UK - in fact I have set up an alternative UK apple ID so I suppose it sees my ipad, checks my "accounts" and constructs the note accordingly? Weird.
It would have been REALLY helpful to have a clear indication of content availability when setting up the South African account. I have found the several places where the experts explain how to work around this problem with fake US addresses and voucher payments. I don't want to do that.
I have to say that my limited experience with iTunes and Apple over three years (previously on PC/Windows) is way below what I would expect from Apple inc ... this incident must have wasted four hours of my life ...

a lot of people have posted about this and i have seen one weird thing fix this. people said they where going into date and time under settings and changing the date to some time in the future and then going to the itunes store and it would give them an error that there date and time was wrong. then all you need to do is go back and set the date and time right and go back to the itunes store and try again.
Im not sure why this did the trick but a bunch of people said that this helped them out..... Weird i know

I had this exact issue. However, I was not even able to "see" the pending downloads when I tried fixing them using the solution above.
In another thread, I saw that someone mentioned an issue with the use of the "&" (ampersand) symbol in your appleID information. I had recently changed my name and it did include the & symbol in my name (not the appleID itself). I replaced the ampersand with the word "and" and saved. I then went to the iTunes store and logged into my account there and made the same change on my billing name.
Voila! I could now access the 7 pending downloads on my desktop Mac and download them, and all iPhone/iPad/Ipods were again able to download from the app store.
incidentally, I had several support tickets open on this issue and never once did the Apple person even suggest that this might be the issue. -

Go to Settings>General>Date & Time and change the date to a few months in the future and then re-try.

My app store won't work on my iPod Touch 4gen running on ios 6.1.5 and when I open app store it says "cannot connect to iTunes Store" i shut my ipod down and turned it back on but it still dosn't work but it will open on my Mac Book Air. Same phone and ios, same problem. Worked just fine for me Sunday, but nothing today, all day. As a workaround I found I can still connect using iTunes on my Macbook Pro, the I synch my iPhone. There are way too many people with the same problem for it to be anything but Apples problem. Hope this helps.

My iPad won't let me sign into my Apple ID when I try and download an app it asks for my id and password and when i type it in the iPad displays a message saying cannot connect to iTunes Store. However when i do this on my phone it works perfectly. Even when i sign in and out.
Has anyone else had this problem? If so how can I fix this?Remember, any purchased item from the itunes store is forever associated with the Apple ID used to buy it. So when you get prompted for an ID/password and it doesn't accept it, then you are using the wrong ID.
Go to Settings>iTunes and App Stores, be sure it's logged into the ID you have set on the iphone (since that one seems to be connecting with the right ID). If you've done this, then you might wait a bit to see if the "cannot connect to .. store" message has to do with internet connections. -
I cannot make anymore purchases on an app I have downloaded (master of dragon). It just started happening when I changed my cc payment information. It says sorry cannot connect to iTunes Store. And says cannot connect to itunes store(0). Please tell me what am I to do.
