Need help to solve this problem...

Unplug the charger and then replug. Should resume charging to 100%.

It will charge to 100% in 4 hours 2 minutes. The new iPad has a larger capacity battery (42 watt-hours), so using the 10W charger will obviously take longer.     In rare instances when using the Camera Connection Kit, you may notice that iPad does not charge after using the Camera Connection Kit. Disconnecting and reconnecting the iPad from the charger will resolve this issue.

    ipad mini will not charge or turn on, I have tried rebooting and also charging from wall. Apple icon doesn't appear even if I leave plugged in for an hour

    Well my problem is now solved, both devices are bricked, Apple Store replaced both devices today, After talking with my daughter had the iPad mini was charging and it updated iOS8.1.3 and then bricked, tried all the things you suggested with both devices.  Yes, I agree about not letting my devices die, this was the first time my phone had died in 5 months but I firmly believe iOS 8.1.3 was the cause of both devices demise.  Apple checked both devices and promptly replaced both in about 30 minutes.  I hope this is not the way Apple is planning on continuing with software updates.  I have 10 apple devices and have been a strong supporter of their company, but these kind of half done updates are the reason I removed all Microsoft products from our household 7 years ago!

    Most likely your cable is bad and you need to get a replacement.

    If your Apps were purchased with his Apple ID, it will still require his Apple ID to update them.  If they were purchased with your Apple ID then it will use yours.  Apps are linked to the Apple ID they are purchased with.
    If, for some reason his Apple ID is set somewhere in the system, this article gives how to change it.

    I can charge from a wall outlet. When I plug into my laptop, (upper right) states battery not charging. Plug into a wall outlet works fine.

    A lot of computers don’t provide enough power to their USB ports to charge the iPad at a sufficient rate - it may still be charging slowly, and should be a bit quicker if the iPad's screen is off (if you leave it for a while and then disconnect it from your computer you may find that it's battery percentage has gone up). The wall charger is usually the most efficient way to charge an iPad.

    Are you using the charger it came with? A common thing that happens is that people try to use iPhone level chargers for the iPad. The iPads need more power than iPhone chargers put out.
    Have you tried to give your device a reset? Hold down the sleep and home keys, past when you see the red power down slider and until you see the silver apple. Let it reboot and try again.
    Are you able to swap out the charger, cord and outlet? If the problem replicates then it rules those out.

    Could be the charger, cable or iPad. Plug the USB cable into your computer. It may say "Not Charging", however, it is charging slowly and will verify that the cable is good.
    Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)

    Try resetting it.  Hold the on/off and home buttons together for about 10 seconds.  Hopefully you will see the Apple logo.
    If it's a brand new iPad Mini (with retina display), it is under warranty.  You can always take it to an Apple Store or Authorized Apple Service Center for service.

    The plug icon will show as long as the device is connected to a power source. Yes, 100% = complete, at least where I was taught math. Your fears about destroying the battery are unfounded. You can leave the device plugged in even after it's fully charged. It will stop charging.

    If you connect your (full size) iPad to a computer USB port, it may charge slowly, but since it's getting less than half the normal charging power, it may say "not charging".  It may charge slowly or it may not depending on use (screen brightness, processor load, etc.).  If you really want to charge it from the computer, put the iPad to sleep.
    The best charging solution is to use the Power Adapter that came with the iPad.

Until the other day it has been working fine but until yesterday or the day before my charger went all funny. In order to charge my iPad mini you had to put the charger in an exact place and if someone so much as touched it it would stop charging because it wasn't in its exact position. But today I tried to charge it again and I tried getting it in the same spot as yesterday but it is not working at all. I have only ever charged my iPad mini in the wall but I have seen posts about people charging it in the USB in an computer. So I thought I would also try that but that hasn't worked either and now my iPad mini won't charge in a plug or USB and I live really far away from an apple store and I can't get a new charger also because I live far away from the store. So what shall I do?

    When and where was the iPad/charger purchased? It's covered by a 1-year warranty.
    The problem may be the USB cable.
