You are not addressing Apple here. This is a user to user technical support forum. If you are having warranty issues with the phone, a copy of the bill is not necessary for Apple to check and evaluate the phone. If there is a manufacturer defect, they will deal with it.
What is "not working properly" on the phone. Maybe someone can help and it not be necessasry to be replaced.

I just upgraded few days ago from 3.1.2 to 3.1.3 and now my iphone will not get out of the recovery loop.. I tried the 2 restores using Win7 and the other 2 on a MAC and it will not go out of restore.
Is there a way i can go back to 3.1.2 because it was working fine. I only upgraded because Itunes checked online and there was an upgrade.

If you haven't already, try restoring the iPhone from another computer.
Also, you can make a reservation with a Genius at a local Apple retail store here: http://www.apple.com/ca/retail/geniusbar/. The Genius can generally replace the iPhone on the spot, if there is a hardware issue.

- Also try DFU mode after try recovery mode

- If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
- Try another cable
- Try on another computer
- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

Hey Peter, I think your missing the big picture. Your iPod is past repair, corrosion, is a real issue with water damage, but your problem took a turn for the worst when you attempted to use a microwave to dry it out. I see you found another post from July 2012, where someone else tried to nuke there iPod, and got the same results you have-- a dead iPod. The blue sparks, burnt smell and still not working all confirms one thing... Your iPod is not repairable. What the water didn't damage the microwave did. By attempting to microwave, you for all intensive purposes hit your iPod with an EMP, (Electro-Magnetic Pulse), in the first split second you overloaded the workings of your iPod and burned it up! There is is no way of known which circuits and components have been damaged and to what extend. You may be able to get a refurbished iPod, but it is unclear that Apple will allow it, because of the type of damage, it's not like this was an accident, you deliberately put it in the microwave in a misguided attempt to dry it out. when the microwave turned on it hit ever chip, diode, capacitor etc. with more power than it was designed to handle, in short; you baked it, burned it up, fried it, call it what you want, but it's not going to work! To attempt to repair is a meaningless gesture, (and probably will cost more than it's worth), chalk this one up as bad ideas 101-- learn from it, move on, and get yourself a new iPod. IF it is a manufacturing defect and you bought the device from Apple or an authorized Apple retailer, then take it into Apple.

I am assuming the phone was working prior to you installing IOS 6? Did you use itunes to install IOS 6 or just run from the phone?
When I tried to do the Over The Air update to IOS6 on my iPhone 4, it errored out and I had to connect it to iTunes and select "Restore" from the summary screen after iTunes finds the phone is connected. If this works for you, it will go through a couple of reboots that take a few minutes to complete. It should then give you the option to start with a fresh new phone or to use one of your previous backups to load your contacts and other information, provided you have backed up the phone previously.

Your warranty is only good in the US where you bought the phone. You will need to contact Apple Support in the US to arrange to return your phone to the US for repair. You should also inquire as to whether they will be able to return the phone to you in India.

Only the Carrier it is Locked to can Unlock it.

I would be concerned too if my iPhone was not powering on. I found an article with steps you can take when you encounter an issue like this. I recommend following the steps below:
Will not turn on, will not turn on unless connected to power, or unexpected power off
Verify that the Sleep/Wake button functions. If it does not function, inspect it for signs of damage. If the button is damaged or is not functioning when pressed, seek service.
Check if a Liquid Contact Indicator (LCI) is activated or there are signs of corrosion. Learn about LCIsand corrosion.
Connect the iPhone to the iPhone's USB power adapter and let it charge for at least ten minutes.
After at least 30 minutes, if:
The home screen appears: The iPhone should be working. Update to the latest version of iOS if necessary. Continue charging it until it is completely charged and you see this battery icon in the upper-right corner of the screen . Then unplug the phone from power. If it immediately turns off, seek service.
The low-battery image appears, even after the phone has charged for at least 20 minutes: See "iPhone displays the low-battery image and is unresponsive" symptom in this article.
Something other than the Home screen or Low Battery image appears, continue with this article for further troubleshooting steps.
If the iPhone did not turn on, reset it while connected to the iPhone USB power adapter.
If the display turns on, go to step 4.
