You have to restore the device within iTunes. You want to use the same computer that you always sync with so that you can restore your app data and settings. You can restore with any other computer, but you will lose everything on the iPad.
You will have to use recovery mode

    Make sure you are following the instructions in this procedure to the letter. Here they are, with emphasis on some easily overlooked requirements:
    Disconnect the USB cable from the iPhone, iPad, or iPod touch, but leave the other end of the cable connected to your computer's USB port.
    Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to turn off.If you cannot turn off the device using the slider, press and hold the Sleep/Wake and Home buttons at the same time. When the device turns off, release only the Sleep/Wake button.
    Continue pressing and holding the Home button while you reconnect the USB cable to the device. The device should turn on.
    Note: If you see the "low battery" screen, let the device charge for at least ten minutes to ensure that the battery has some charge, and then start with step 2 again.
    Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears (iTunes icon and USB connector) release the Home button.
    If necessary, open iTunes. You should see the "recovery mode" alert ("iTunes has detected a phone in recovery mode").
    Use iTunes to restore the device.
    If you do not see the "Connect to iTunes" screen, try these steps again. Be patient since it sometimes takes several of these attempts before you are successful.
    If you see the "Connect to iTunes" screen but the device does not appear in iTunes, see this article and its related links. 
    Select the device in iTunes and choose "restore from backup". This assumes you have a backup. If you do not, you will have to download all your purchased iTunes content again. You do not have to pay for anything you already purchased.
    If you still can't get it to work, you have done all you can and only Apple will be able to help

    I cant restore my Iphone 3GS. I get the restore message, pushed the restore button and the progressbar starts. Then I get the message that an "unknown problem has occured" after a while in the process. When I push the ON/OFF button I get the connect-to-Itunes-picture and the same restore message pops up. I've tried everything.

    Either the phone was jailbroken or the machine you're trying to restore on was used to jailbreak (or attempt to jailbreak) an iDevice.

    I having trouble when i try to restore my laptop to factory setting, it tells me the Bootmanager is missing, this also happens with system restore.
    It very slow, and restoring it to factory worked once upon a time, and my laptop was great after that.
    I dont use it now as my main laptop, i have an Asus Transformer with windows 8.1, but its having its health check so im stuck with out it.
    I rememberd my HP laptop, but forgot about its problem untill i started using it, and i still cant restore it to factory and still get "bootmanager " missing.
    Please help, im disabled and rely on my laptop for shopping etc.

    ‘iPad is disabled’ fix without resetting using iTunes
    Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
    I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
    Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
    1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
    2. Open iTunes with the iPad disconnected.
    3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
    4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
    5. Click ‘Setup as new iPad’ and then click restore.
    6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
    7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
    8. The first stage in the restore process unlocks the iPad, you are basically just cancelling out the restore process as soon as it reactivates the iPad.
    If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

    Hi, there is no fix for this unfortunately. However you can plug your iPad into iTunes and providing you have made a backup, you can restore from it

    Hello, i got serious problem with syncing ical icloud and nokia phone.
    After enabling icloud isync syncing with my nokia just stopped working. It says i need "on my mac calendar". Ye great so iCloud made my life much harder! Another problem is i miss deleted some calendar and now i am not able to import backup. If i click import and importing my .icbu file its succesfully import but after few seconds all my imported events are deleted and the icloud ones are loaded again...
    in short:
    So I cant restore backup because of unstopable syncing with icloud
    I cant sync my non iphone phone with my computer
    Even in case i finally buy iPhone i cant sync anymore because my calendar is in file that cannot be loaded to my ical or icloud
    what i tried:
    disable icloud and logout
    result:
    after importing the backup connection to icloud is automatically re-created and disapearing of my calendar data starts.
    I wont do something like disconecting or manual recreating all my event. I paid lot of money for mac so i suppose that "it will just work".

    When you restore a synced calendar which was deleted, the sync process helpfully brings it back into sync by deleting it.
    There is a workaround, though it's a bit of a fiddle - please see this page:

    You're in a mess because you installed two pieces of software that have not been released yet and are still in beta. If you were a registered developer(I'm guessing you're not) you'd have access to the developer forums to post your question. You're only solution is to wait until the software is OFFICIALLY released or use google & hope you don't end up making your phone permanently inoperable.

    Try disabling the computer's antivirus and firewall during the download and  restore. If still problem come back with the exact wording of the error message.
