Turn the phone off. Leave the USB cable connected to your computer, but NOT your phone, iTunes running, press & hold the home button while connecting the USB cable to your dock connector, continue holding the home button until you see “Connect to iTunes” on the screen. 3. Select your iPhone, iPad, or iPod touch when it appears in iTunes under Devices.
4. Select the Summary tab.
5. Select the Restore option.
6. When prompted to back up your settings before restoring, select the
Back Up option. If you have just backed up the device, it is not necessary
to create another.

Go into Recovery Mode per the instructions here and then do a Restore. Everything except the password will be restored. Connect via cable to the computer that you use for sync. I have an iPod which my son has forgotten his password during the time he lost his iPod. In any event, his brothers all thought it would be cool to Ty and figure it out....but ended up disabling the iPod for over 22 million minutes.
