How to block specific program to use the Cellular Data?

There are options under Settings - Cellular Data... but they are either worseless or there's a bug with IOS. You can disabled apps from using cellular data, but they turn themselves right back on.

When wifi is being used your phone will not use cellular data. When wifi is no longer being used (ie out of range, wifi is turned off) then your phone will use cellular data.

I have set cellular data ON for some apps and OFF for others. BY CHOICE. So, I am suffering EVERY DAY with a pop-up telling me my "Cellular Data is Turned Off for..." for all of the applications I turn on where I HAVE PURPOSEFULLY CHOSEN TO TURN OFF THE CELLULAR DATA.
I NEVER want to see this pop-up again. And, I do not wish to turn on Cellular Data for most of my apps. BY CHOICE. Stop popping me! Somebody please answer this question. I absolutely hate this pop-up. I am often in situations without my glasses - and this thing just drives me crazy! Can't see the right answer....push the wrong side "OK" versus "Settings". I hate it. I know what apps I want to have cellular data and which one's I do not! Stop the pop-up. Or lose me to another brand of phone. Period.
Please, person with lots of "levels" - answer this question! Help me turn the pop-up off. I am not going to compromise other essential things (like turn off bluetooth or just check "all" for cellular data service and know that it will go away. Too bad my 4S is 2 years old. Wifi is dead. I had to upgrade to 5S, but 5S is soooooo much faster than 4S so it's kind of good outcome. Without the 4S breaking down, a stingy person like me would have never upgraded the phone.

In ECC 6.0, I used this BAPI to perform the picking using this way:
1. Implement enhancement point BAPI_OUTB_DELIVERY_CONFIRM_D01 in enhancemnt spot ES_SAPLV50I to set the update picking flag on delivery control structure.
GS_DLV_BAPI_CONTROL-UPDATE_PICKING = 'X'
2. Implement enhancement of standard BADI SMOD_V50B0001. Use method EXIT_SAPLV50I_004 to loop at table CT_VBPOK and update the fields VBELN and POSNN with suitable values.
There is one problem with this solution, though. The delivery quantity cannot be updated. Any increase in the delivery qty ITEM_DATA-DLV_QTY actually updates the picked quantity on the delivery. Consequently, there is little practical use of this technique.

I have an iPad 2 and it does not display the cellular data button under settings. It does display a Bluetooth button in its place. I have tried the reset but no luck

Is the iPad the Cellular version? Does it have an active Data plan? Does it have a Sim card installed in inside it?

How do i figure it out what app use the cellular data in standby mode? I disabled the cellular data for 3 days, and my battery last longer. I don't use push notifications, neither location services. I'm not signed in in skype or any IM app.

Do you use push email? Do you have accounts that have synchronized calendars associated with them? Those features will still use cellular data in the background as the receive mail and send or receive calendar updates.
Some notifications, like push notifications from Facebook and other social networking sites may use cellular data in the background. Basically, any automated data task like those may use cellular data when the phone is in standby (note that wifi would be used if available when the phone is active, but wifi turns off in standby and all data goes through the cellular data connection).

Settings button (action) is on the left had side of the Cellular Data is Turned Off notification message put up while the OK button is present on the right hand side of the notification

The defualt notification message put up when launching iTunes on iPhone devices show that Cellular Data is Turned Off message is put up with Settings and OK button.
This seems to be inconsistent with the default 'Cancel' and 'Action' buttons in other notification messages from Apple.
Is it fine to consider the OK button first (left) and Settings(right) button next in the Cellular Data is Turned Off error message in the apps so that it is in line with the apple guidelines??

Something wrong in setting the cellular data for programs

Since I update to iOS 7.0.4, the problem came out.
There is something wrong in the settings. For example, I turned off the cellular data for Stocks. Then, when I came in again, the button is on. Other apps have the same problem. Only a few don't.
I tried to restore the setting for the network, but the problem still there. I tried to restore all the settings, and it doesn't work.
Finally, I restored my hardware, and restored my backup. It still don't work....
Ps: There is only one profile in my phone, which is from Onavo. Does it matter?
Is there anyone the same? Hoping for your help....THANKS..

Yesterday, I tried to backup my messages and photos and apps using the iTools, and I wiped all my settings and memory. Then, it worked !!

PS: The apps need to be backup one by one. DO NOT USE ITUNES TO RESTORE YOUR BACKUP !!!

Try this - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.) No data/files will be erased. http://support.apple.com/kb/ht1430

Hi everyone, I get a big problem...
I have just come back to HK after my holiday. I'm really sure that I had turned off the cellular data function when I left HK.
However, I was really surprised when I received the bill. There is a big charge for data roaming. I have contact my mobile phone company and he replied that it is impossible to completely turn off the cellular data function of the iPhone. iPhone will get updating some data, such as weather automatically.
is it true??

This topic interests me. Can I just confirm that navigating to Settings>General>Mobile Data and turning:
1) Mobile Data
2) Enable 3G
3) Data Roaming
to "Off" will not entirely prevent access to cellular data networks? What if you navigated a step further to >Mobile Data Networks and simply deleted all entries, or replaced existing entries with garbage?

The option Steve said works only with a few carriers/SIMcards, actually to this option be shown the SIMcard must have the APN edit enabled on itself, then once you insert the SIMcard the option will be shown.
If the option won't appear you can try to use the iPhone Configuration utility http://support.apple.com/kb/dl1466, or you can check with your carrier if there is any possibility of getting one of this enabled simcards.

If you go into Settings>General>Network, you should still be able to access VPN settings. My listings show Cellular Data, Data Roaming, Set Up Personal Hotspot, VPN and Wi-Fi. I do not use Personal Hotspot (tethering) so mine says Setup. However, VPN settings are different than cellular data settings. Not sure which you are asking about now.
