If the music was purchased from iTunes and you are in a country where music can be re-downloaded (and it's sill in the store), then you should be able to re-download them via the Purchased tab in the iTunes store app. If you can't re-download it and for non-iTunes purchased music you will need to sync it via your computer's iTunes - you can copy iTunes purchases to your computer's iTunes via File > Transfer Purchases (File > Devices > Transfer Purchases on iTunes 11).
For photos, if they were taken with the iPod or saved from emails/websites then you could take a backup of the first iPod and then restore that backup onto the second iPod, or copy them to your computer and then sync them to the other iPod : copying photos , syncing photos. If the photos were originally synced from a computer then you can sync them to the second iPod in the same way as you did to get them on the first iPod - if you no longer have them on your computer nor on a backup then there are third-party apps such as Simple Transfer which can copy the versions that are on a device back to a computer via your wifi network.
