I have multiple iCloud devices. I want to change the iCloud account on an iPad so my mother can use it. How do you do this?

Each user should have their own icloud account, otherwise they end up getting the same emails, contacts, calendars, notes, reminders, etc. - usually not what you want. But if all have been sharing the same itunes ID, keep it that way, you can have different IDs for itunes and icloud.
If you already have another icloud account, and want to set it up on a device, the go to Settings>icloud, scroll to bottom of screen and tap Delete Account. This only disconnects the device from that account, no data is lost on icloud. Then enter the account ID that you want to use.

I Changed my email address some months back. I now have a recognised email address on iTunes, and a working Password all bqsed on new email. However, my old email address continues to flash up asking me to enter Password for iCloud. I can go in and reset this password, but it always just applies to my new email address. The obvious problem here is I cannot delete my iCloud account in order to establish a new one with my new email address without having a recognised Password for the old email ID.
I Am hoping there is a simple solution to this as it has been causing me frustration for months now, on both myIPhone and my iPad. To the extent I am thinking about trashing them both and reverting to windows based hardware.

To change the iCloud ID you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iDevice, then sign back in with the ID you wish to use. When you do this you may find that the password for your old ID isn't accepted. If this should happen, and if your old ID is an earlier version of your current ID, you need to temporarily recreate your old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice on your device, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Temporary change ICloud account names

Both my wife and I have ipads and therefore Icloud accounts.
However, we only have one mac where the icloud account is in my name.
Is is possible to change the name on the account to that of my wifes so that she can transfer some photos to the mac and then change it back to mine for future use?

In order to change your Apple ID or password for your iCloud account on your iOS device, you need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
Yes you can continue to use the former ID for the iTunes Store.
If you are using iMessages or FaceTime, you will also need to log out and into your ID there too.

She can create a new Apple ID and then use that to create a new icloud account (the ID would be her email address for that account).

You need to reset the password for the "old" account, and then use that to turn off iCloud. Then you will be able to sign in with your new ID.

Do you mean the username? The part before the @ in your iCloud email address?
If so, you can't change it. You can setup a completely new iCloud account under a different AppleID, or you can setup an email alias to your current iCloud account.

Settings > iTunes & App Store > Apple ID: > here to share purchased music, apps and books.
Other than that each of you should use your own Apple ID for iMessage, FaceTime, iCloud, Game Center, etc.

If you haven't got a Mac, then find a friend that has and ask him to upload them onto iPhoto, then you can downlod them later onto a memory stick.
