iCloud is NOT something you download. I'm not positive how you add it after the fact, since I set it up from the get-go on mine, but try going into Settings>Mail, Contacts & Calendars and add an iCloud account.

It sounds like you would like to associate your iPhone to your iTunes Store account. This article should help you do that:

Sign in to your Apple ID by choosing Store > Sign In from the iTunes menu.
Choose Store > View My Account from the iTunes menu.
From the Account Information screen, click Manage Devices.

Go to http://icloud.com and go to the "bookmarks" Menu and come down to Add bookmark there should be an option to add the bookmark to your toolbar or bookmarks bar.
Select “Add Bookmark” or press command-D on your keyboard. Upon making this selection, a window will pop up, give the bookmark a name, and select “Bookmarks Bar” as it’s location.
