My Mom has lost her iphone, and I think she had the "find my iphone" turned on, but I can't seem to get an icloud account set up for her. Help!

If she had 'Find my iPhone' turned on she must have an iCloud account; you would need to sign into that at http://icloud.com and go to the 'Find My iPhone' page.
If she doesn't know what the ID is, go to http://appleid.apple.com and click 'Find your Apple ID'.
If she knows the ID but doesn't know the password, go to http://iforgot.apple.com and sign in with your iCloud login. A new password will be sent to your associated email address. If this doesn't work you will have to contact Support. Go to https://getsupport.apple.com; click' See all products and services', then 'More Products and Services, then 'Apple ID', then 'Other Apple ID Topics' then 'Lost or forgotten Apple ID password'.

If Find My Phone has not been activated on the iPhone before being lost there is nothing more that you can do to locate it with iCloud. The only option is physical search for it.
If you have an idea of the location, call the iPhone and see if you can hear it ring.

You cannot bypass this security measure. You need to recover your AppleID from appleID.apple.com
If you can't send the password recovery to a secondary email, contact Apple Support.

That won't do the trick. You really need the computer. That way all your data and files can be backed up when you backup the computer.
Your only other option, which is much more limited, is using iCloud:

Not without a free iCloud account. With an iCloud account you can send a remote wipe command to the iPhone along with other options.
If she wasn't using the Passcode Lock, anyone that finds the iPhone can access everything on the iPhone. If the Passcode lock was being used along with an option for the iPhone to be completely erased after 10 failed passcode attempts, the iPhone will be erased after 10 failed passcode attempts.
Besides contacting your carrier, if the Passcode lock wasn't being used the password for all email accounts that were being accessed with the iPhone's Mail app should be changed.
