Verizon will ONLY unlock the GSM side for international roaming for current customers in good standing. It can never be used with any US carrier other than Verizon. If you are not currently a Verizon customer, you will either need to establish service with them and wait the minimum time they require before they will unlock it for roaming or sell the phone and purchase one you can use.

Put the phone in rescue mode and have itunes restore it. This is how. Turn the device off holding down the sleep/wake button until you get slide to turn off. Turn off device. With the device off. Hold down the home button and keep holding down the home button while plugging in the iphone to your computer. Iphone will get an itunes logo and cable image on the screen release the home button. Itunes will see a device in recovery mode press ok in the message and hit restore.

Sorry, downgrading the iOS is not supported by Apple, thus there is no official way to do so. Your phone was re-locked to the carrier it was originally locked to because you hacked it to unlock it. Apple's servers detected such & re-locked your phone. You need to contact the carrier your phone is locked to if you want to get it officially unlocked.

You will have to contact orange to get your phone unlock. ONly the carrier that the phone is locked to can unlock the phone.

I bought this iPhone while backpacking through Europe 2 years ago. I had the same problem. Kept getting message of waiting for activation or check network connections. I also tried every solution out there and nothing worked. This did though: I download the newest version of itunes (through Internet Explorer - Google Chrome wouldn't work). It pulled in my entire library thank goodness and then I plugged my iphone 4s into the computer. I let itunes find it, did a complete backup in icloud, then did a restore. Entire process took a couple of hours, but I now have imessage and facetime back. I was about ready to give up on Apple and go get a different phone ~

You need the Apple ID and password from the previous owner who set the Activation Lock. Where did you get this phone?

Unlikely as you do not meet there requirements for unlocking.
Have your friend the provided the phone contact them. Based on your statements I am concluding he was or still is an AT&T customer, that is one of the requirements of getting the device unlocked.
