How do I attach a song I have bought on Itunes to be a ringtone for a specifica number?

You'll have to create a ringtone from it first as it is not in the correct format. Do the following:
Connect your device to your computer, open iTunes and, wait for the name of your phone to appear, then go to File>Devices>Transfer Purchases.
If you're using iTunes 11, go to View>Show Sidebar.
Locate the song in your iTunes library, right-click on it, select "Get Info", on the Summary tab check if it says "Kind: Ringtone". If it doesn't, then you must convert it to a ringtone, then sync it to your phone.
Convert the song to a ringtone following this video as a guide: Create free ringtones with iTunes 10 video - CNET TV.
Sync the ringtone to your phone by selecting it on the Tones tab of your iTunes sync settings, then clicking Apply at the bottom to sync your phone. The ringtone should then be on your phone.

The procedure is the following:-
*right click the song on itunes and click get info.
*under the option, check in the start time and end time- This is the exactly which part of the song you want to make your ringtone.

1. Set any of your songs on your SDcard as a phone ringtone:
Touch Apps > My music
While the music is playing, touch the phone Menu Key > More > Use as ringtone
The ringtone is set as your default incoming call ringtone and copied to your Phone ringtone list.
Note: The above instructions are for the My music player and not for other players such as Play music.      2. Choose Phone ringtones through settings menu:
Press the Menu key
Touch Settings
Touch Sound
Touch Phone ringtone (If option is greyed out, make sure handset volume is not set to Silent Mode)
Select a Phone ringtone from the list. Press OK to set. (Music files you have set as Incoming Call ringtone from your SDcard will be included in this list along with downloaded and preloaded ringtones.

From the homescreen or from within the applications tray, touch Text messaging

Touch Messaging Settings
Touch Select ringtones (if option is greyed out, make sure Notifications is turned on / actived)
Touch on any Notification ringtone to select and hear a sample.
Press OK to set as notification ringtone

4. Assign a ringtone to a specific contact:
Press Contacts icon on homescreen or tap on Contacts application from the Applications Tray
Touch and select the specific contact
Press the menu key
Touch Options

Note: To assign a music/song from your memory card as a ringtone, first follow step1 above and follow step 4 again. 5. Download ringtones from the Play Store
From the applications menu, touch Play Store

If you haven't done any of the things that I previously suggested, and you don't use something like Windows Media Player (which may rename songs), then the only other explanation is that you have disconnected the drive where the files are stored. Presuming they're on your computer, right click on them and then follow the prompts to locate hte file on your computer.

For the moment there isn't a way for us end-users to control what is "matched" or "uploaded." That is purely a result of Apple's server-side algorithms.
To re-add multiple songs at once simply highlight all the songs you want to re-add, then right-click (or Control+click) the list and choose "add to iCloud."

I had the same problem with my iPad, i couldn't get the newer version of itunes because the computer was too old and my iPad couldnt sync with the old itunes. I got a PC from school a few months later so that solved the problem for me. Unfortunately i don't think there would be a program to put your music on your iPod, iTunes should be the only way to transfer files to Apple devices. Yamipod. This is a free program that transfers music from iPod back to the computer. However, it does not transfer playcounts/ratings etc.
Other free programs are Pod Player, SharePod and Floola.
If it's a Mac, try Senuti or Music Rescue.
