Can an IPad 2 be updated to iOS 6? If so, how do you do it?

It can, and as your tagline says that you are on iOS 4.3.1 then you will need to do the update via your computer's iTunes - when you've updated you will get a Settings > General > Software Update option appear on the iPad allowing future updates to be done directly on the iPad.
Connect the iPad to your computer's iTunes and copy any purchases off the iPad to your computer via File > Transfer Purchases. You may also want to copy photos and any important documents off the iPad as well e.g. via the file sharing section at the bottom of the device's apps tab when connected to iTunes, via wifi, email, dropbox etc - they should be included in the backup, but it's best to have a copy of them outside of the backup just in case. You can then force a backup of the iPad by right-clicking the iPad 'Device' on the left-hand side of iTunes and selecting 'Backup'.
Then start the update by selecting the iPad on the left-hand side of iTunes, and on the Summary tab on the right-hand side clicking the Check For Updates button

iOS 6 will remove the built-in YouTube app and the Maps app will change.

    If you are currently running an iOS lower than 5.0, connect the iPad to the computer, open iTunes. Then select the iPad under the Devices heading on the left, click on the Summary tab and then click on Check for Update.
    Tip - If connected to your computer, you may need to disable your firewall and anitvirus software temporarily.  Then download and install the iOS update. Be sure and backup your iPad before the iOS update. After you update an iPad (except iPad 1) to iOS 6.x, the next update can be installed via wifi (i.e., not connected to your computer).

    No, that is it. What issue are you having exactly?  Those steps will update the iPad to the most recent iOS version it supports. Which can very depending on the iPad version.
    First Gen iPads can only go as far as iOS 5.1.1.
    All others can be updated to iOS 7.1.2.

    If you are on iOS 4 then yes, you will need to do the update via your computer's iTunes - your iPad will be updated to iOS 6.0.1 (which is the only version that is 'signed' by Apple), so you will lose the built-in YouTube app and the Maps app will change.     to change the store go to settings > iTunes and App Stores > tap on your Apple ID > View Account > region and select the country that you want..

    You can only change your conutry once ever 90 days so when you change it to the Hong Kong store it will stay there for 90 days.
    You can always delet the apps and reinstall them thru the Canadian store.
