It says that icloud is filling with pictures, but I have no way to view them. HOW??? -PC

If all you did was back up the phone, you don't. The backup is not viewable. What you need to do is extract them the same way you would from any other digital camera. On Windows, that means the camera and scanner wizard or whatever third party software you use to manage your digital camera. On a Mac, use iPhoto or Image Capture.

    If you mean backed up as part of an iPhone backup in iTunes?  If so, you would have to use 3rd party software to extract them from the backup, such as iPhone Backup Extractor.

    If you mean PhotoStream, this is purely a conduit for shunting photos taken on one device onto all the others: its contents are not viewable online.

    Another way. You can use a USB flash drive & the camera connection kit.
    Plug the USB flash drive into your computer & create a new folder titled DCIM. Then put your movie/photo files into the folder. The files must have a filename with exactly 8 characters long (no spaces) plus the file extension (i.e., my-movie.mov; DSCN0164.jpg).
    Now plug the flash drive into the iPad using the camera connection kit. Open the Photos app, the movie/photo files should appear & you can import. (You can not export using the camera connection kit.)

    I had the same issue, 
    Mine was with sync'ed photos,  not Photo Stream, 
    I opened the iPhoto Library Package and removed the iPod Photo Cache.    Then resync'ed and everything started working great!

    Unfortunately, you cannot view them and I would not recommend to only store your photos via iCloud, because iCloud will only do a backup of your device including the photos that you have currently stored in your Camera Roll. I would recommend to store them (manually or via Photo Stream) on Mac/PC or with another cloud storage service like Dropbox.

    Not using the built in photos app. You'll need to search for a third party app. I'm afraid I don't have any to recommend because I've never looked for any, but the default for the built in app is to sort by date/event.

    You can't view them on icloud.com, if that's where you are looking.  You can only view them on the web if they are added to a shared stream with the public website option enabled (see http://help.apple.com/icloud/#/mmc0cd7e99).  That will give you a private url to view them from a computer browser.
