I have updated my iPad mini to iOS 7.1.1 recently. After updated, it went wrong with time and date even I tried to restart it or set manual time/date or set auto time/date. How can I solve this problem?

I guess it of no use...It is with subscription....batteries issues will not be entertain....Lots of reasons. Company will not entertain batteries issues unless is really serious.
Anyway, I will continue to use it with bare Apps...I will not buy any apps, no movies, musics...cause it would last me a day. I will definitely not buy any Apps.
the last verison 6.02 was definitely better at battery management...this version is really bad. Do not know why some users said 6.10 improved the battery....but mind did not.
Forget about buying Apple products again...this is mind first time using a smartphone (as a gift too)...and how disappointed I am. Truely, if company wants users to use their products, they should give decent batteries...the IP5 has the same battery as the 4S and 4S last at least 2 days.
With all the hype and marketing that Apple is making...a decent battery should be provided.... I am not asking for anything more....what is the point of having the most advance IOS or hardware..when batteries cannot give users a decent life (2 - 3 days are good enough) not 1 or less day....By the Way, IP5 isn't cheap. try unplugging the router for a few minutes (restarting it).
While waiting for it to restart, turn Wi-Fi off/on on your iPhone, then reset network settings in Settings > General > Reset > Reset Network Settings

Can your iPad be upgraded to iOS 7? If so, what are you doing that isn't working?

Yeah - I tried that, several times; each time I get "iTunes is restoring the software on this iPhone" and after about 30 minutes the screen on the phone lights up again with the same screen I had before. After that ... nothing.

A purchased app can only be updated by signing in to the App Store with the same Apple ID that was originally used to buy it. There's no way around that limitation, which also applies to free apps. If you get the alert when trying to update a bundled iLife app, select the Purchases page in the App Store and locate the app in your purchase history. If there's a button marked ACCEPT on the right, click it.

The same thing happened to me... Since two days the ******* thing keeps freezing after a while. Then I try to reboot and the screen goes white and it doesn't boot. If I wait like half an hour it boots again.
I thought it was a hardware problem, but the Apple Hardware Test founds nothing at all. I think it has to do with the software update I performed 2 days ago.
