I dropped my iPhone today at school and the lock button stopped working. If I take it to an apple store will they replace it?

Remember, damage is NOT a warranty claim. Dropping an iPhone would fall under an insurance plan. You could check and see if your homeowners policy would cover it.

Does the book show in the Purchased tab in the ibookstore in the iBooks for downloading, and the amount that's come off your card is the book's price, it's not a temporary store holding charge (which should disappear within a few days or so) ?
If it doesn't show in Purchased then you could check to see if it shows in your Purchaes history so that you can use the 'report a problem' link from it : log into your account on your computer's iTunes via the Store > View Account menu option and you should then see a Purchase History section with a 'see all' link to the right of it ; click on that and you should see a list of your purchases ; find that song and use the 'Report a Problem' link and fill in details about the problem (iTunes support should reply within, I think, about 24 hours).
If doesn't show there or the 'report a problem' link doesn't work (it's been taking some people to this site on a browser instead of showing a form in iTunes) then you can try contacting iTunes support via this page : http://www.apple.com/support/itunes/contact/- click on Contact iTunes Store Support on the right-hand side of the page.
For the card being declined, if it's a debit card then I don't think that they are still accepted as a valid payment method - they are not listed on this page and there have been a number of posts recently about them being declined
If it's a credit card then is it registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, it was issued by a bank in your country and you are currently in that country ? If it is then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes support as above and see if they know why it's being declined.

You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.

I did an update on my iPhone from iTunes and now the I only have one screen on my phone that has a picture of the iTunes app and the USB cord. I have plugged and unplugged my phone. I have tried to turn it off. I have turned off my computer, but I only get the same screen. What can I do to get my phone to work properly again?

If your damage is caused by accidental damage or intentional user damage, then you would be looking at an out of warranty repair. I'm not sure what the costs of an out of warranty repair are for an iPhone 4, but they are probably in the $99-149 USD range.
The cost for getting a new iPhone would depend upon your current contract status. If you are out of contract, you can get a new iPhone 4s (the next newer model) for free.

How do you get your contacts back once you have restored your phone?

It was stated that I needed to update my phone, so I hooked into Itunes like it stated. I did and a message popped up stating that it was in recovery mode and I had to restore it first so I did. Now that it has updated and been restored, I don't have anything left on there such as my contacts, music, etc. the main thing I need are my contacts. Backing it up is what you are suppose to do regularly, But, trying to save them via backup means you have to restore your phone in itunes and that is probably not the way to do this. You can search on google for an app that may exist to save these ( if there is one, that would be the best way ) or you can take screen shots of your text and email them or just keep them on your camera roll. Im pretty sure if you google, you will find something to help you save them, most likely the deleted ones are gone tho.

You should receive a confirmation on the screen when the activation is complete. Does the phone work to make/receive calls? If so, then it is activated and should show as your phone when you log in to MyVerizon.
You need to back up the contacts from the old phone so they are stored on Verizon's servers; then use Backup Assistant on the new phone to import them. If they are not backed up with Backup Assistant, you can reactivate the old phone, run a back up, then activate the new phone and restore the contacts from the backup.
