How do you get your Ipad 3 out of restore mode? I ended up there by mistake.

Recovery Mode:
1. Turn off iPad
2. Connect USB cable to computer; leave the other end alone
3. Press and hold the Home button down and connect the docking end of cable to iPad
4. Continue holding the Home button until you see the "Connect To iTune" screen
5. Release the Home button
6. Open iTune
7. You should see "iTunes has detected an iPad in recovery mode"
8. Use iTune to restore iPad
Note: You need to be patient and repeat the above many times to recover your iPad

You don't. Once it's in recovery mode, anything that was on the phone is already gone.

Do you have Sync Music selected under the Music tab for your iPhone sync preferences or do you have manually manage music and videos selected under the Summary tab for your iPhone sync preferences with iTunes?
Regarding the downloads that haven't been completed, with iTunes on your computer go to Store and select Check for Available Downloads to complete the downloads with iTunes on your computer.

I plugged my ipad into my laptop to charge, it went into recovery mode, I cannot lose my data. How can I save my data and get out of recovery mode?

Unplug it from your laptop and try a reset:
Reset: Hold the Sleep/Wake and Home buttons and don’t let go until the screen goes dark and the Apple logo appears (no data will be lost)
If it goes back into Recovery Mode then unfortunately your data is already lost.
Restore from your iCloud or iTunes backup.

4. Continue holding the Home button until you see the "Connect to iTunes" screen. When this screen appears, release the Home button. iTunes should alert you that it has detected a device in recovery mode. Click OK, and then click Restore to restore the device.
Note: Data will be lost. You may have to repeat the above many times.

It's actually my daughter's iPad. She got it for Christmas and I took it away from her a few months ago for punishment. She got it back today, but later revealed that her mom put it in lost mode (a few months ago) because she thought it was stolen.

The erasure is "pending" because iCloud is waiting for the iPad to go online.
Go into Recovery Mode per the instructions here. You WILL lose all of your data (game scores, etc,) but, for the most part, you can redownload apps and music without being charged again. Don't download anything until iCloud completes the erasure.

There is a safe boot on a Mac but I have never heard of anything like that on an iPad.
If you are referring to restore mode where the iPad displays a USB connector and iTunes then the data on the iPad is already gone and you might as well connect it up to your computer and restore so that it works.
