Try a reset:
Hold the Sleep and Home button down until you see the Apple logo.

Have you tried a reset ? Press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider if it appears), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.

I can't buy anything!!!!!!This happened to me after the last iTunes upgrade. The solution for my problem was to completely uninstall and reinstall my security software PC Tools Spyware Doctor with Antivirus) Just disabling it did not work.

Hold Sleep and Home buttons for 10 seconds until your iPad restarts, so you will be able to use the iPad again. Finally, open Settings > iCloud > Storage & Backup to make a manual backup -

Try this - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. My ipad is hung with the dialogue box saying "this iPad hasn't been backed up in 4 weeks. Backup happen when this iPad is plugged in, locked and connected to WiFi". Even after doing that, I am not able to do anything with the iPad - neither able to reboot nor able to get to the homescreen. The dialogue box doesn't go at all even after pressing OK a hundred times. I treid tacking the back up through itunes and through 3G conncetion but of no avail. Please help
I too have been having this issue since about 12/14. That is around the same time I got the Ipad for my kids. I am unsure if it is related. I have tried logging out of icloud/deleting it and trying again. Removing most of the apps to sync. I reset my router. All of the attempts have produced zero results. I will be anxiously watching this thread for some help. Good luck to you also

My husband's new ipad is frozen. We can not slide to unlock or turn it off. A pop-up appears in center of screen that says "this ipad has not been backed up. Reset ( No Data will be Lost )
Press and Hold the Sleep/Wake Button and the Home Button at the Same Time...
Wait for the Apple logo to Appear...
Usually takes about 15 - 20 Seconds... ( But can take Longer...)
Release the Buttons... -

Same situation. Had to pull out the Mini to research this. The Apple logo has been on the screen about five min, oh, just went black. Home brought it back and popup is gone. Wonder why this happened to many folks.

Locked, refers to the device being plugged in with "slide to unlock" being displayed on the screen. To recap - your device will automatically back up to icloud when it is connected to power, the screen is locked, and it is connected to a wifi network.
-Wifi is required to limit impact on your data plan.
-Power is to ensure the device has sufficient power to perform the backup.
-Screen lock - to make sure the device is not in use - which could slow or stop the backup.
The initial backup may take some time. Plug it in to the wall before bed, and make sure it is connected to your wifi network. The backup SHOULD be completed when you wake up in the morning.
