MY ipad will not power down anymore. Each time I try to power down it shuts down then powers up again.
See if this fixes it. Reboot and let the iPad start up, then try to power down.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

I can see the Safari icon on my iPhone screen, but the program doesn't run. I have checked the settings and it is on and not restricted. It seems that the application has simply stopped running. The little "searching" icon just spins and spins. Can I delete the application and reinstall it?

I would like to confirm with you where the Mozilla is? There is a calendar add on called Lightning that can be added to Mozilla Thunderbird, the email client. Was there an email associated with the calendar, it may be on the service provider's website.
Xpi extentions are install packages that bundle an installation folder for a program for many operating systems [https://developer.mozilla.org/en-US/docs/XPI More on XPI here if you are curious]
I am hoping that this is not [https://wiki.mozilla.org/Calendar:Deprecated:XPI_Support] what you are affected by. As the support for xpi calendars managed by seamonkey has be depreciated. Is this the case? -
My iPad will not update to 5 at all. I don't even have the option of software update in settings. I've tried to update over iTunes and it doest work there either.
If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.1. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.

If you are currently running an iOS lower than 5.0, connect the iPad to the computer, open iTunes. Then select the iPad under the Devices heading on the left, click on the Summary tab and then click on Check for Update.
Tip - If connected to your computer, you may need to disable your firewall and anitvirus software temporarily. Then download and install the iOS update. Be sure and backup your iPad before the iOS update. After you update an iPad (except iPad 1) to iOS 6.x, the next update can be installed via wifi (i.e., not connected to your computer).

My iPad will not let me download any apps, also in the APPS STORE it shows a '1' meaning that there is one new update, it will not even let me update. Also when browsing some websites like BT, it shuts down and reverts back to the home page of all my APPS. Is this a hardware or software problem?
(A) Reset iPad

You are using a version of the newest GarageBand 10.0, and not GarageBand '11 as in your original post. And I was sending you screenshots from GarageBand '11, LOL!
In GarageBand 10.0 is the end-of-song marker hiding behind the zoom controls. Zoom out as far as possible by shifting the zoom scrollbar to the left. Then you should be able to see a corner of the end-of-song marker peeping out behind the zoom control. Try to grab it with the mouse pointer and shift it to the time you want. -

OPen Disk Utility & verify the drive first, if it says it needs repair get back to us, if not hold OPtion or alt key when opening iPhoto, see if you can choose the Library to rebuild.
