Insert the install disk and press c on startup. Select your langauge then, if there's a menubar click utilities then click Disk Utility. If you didn't see the menubar continue with the installer until you see it.
Once in disk utitly select the drive and repair permissions.
After the repair is done, quit the utiltiy.
You can try to reboot and see if it works if you reboot, but if it doesn't repeat the same as before again.
Now you can continue with the installer and install the os.

My ipod has over 7,000 pictures and there are 5,00 i could easily delete but it wont let me do anything! it just has a loading symbol that converts into an apple logo and then back again. Ive tried pressing down the home and sleep/wake button down at the same time for 10 seconds. The apple logo does appear, but it goes back to the loading symbol or a white screen. Did you try to charge it using the adapter or your computer?
If you can, let it charge for about 15min, then connect in recovery mode, described in this article:

If you've tried the basic troubleshooting steps (restart, reset, restore from backup, restore as new), and you've tried charging from a wall socket and these all fail, then you have a hardware problem.

Have you tried another cable?
Another charging source? Does iTunes see the iPod when you connect to your computer?
Look at the dock connector on the iPod. Look for abnormalities like bent or corroded contacts, foreign material and cracked or broken plastic.

- Also try DFU mode after try recovery mode

- If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
- Try on another computer
- If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.
