    I believe you are asking why an update is not available for your phone? If that is right, you can either try to update Over The Air (OTA), by going to Settings>General>Software Update. If that will not work, then connect the phone to the computer with iTunes running and select Check for Update. Make sure you are using the latest version of iTunes, which is 11.1. Also, you do not identify what computer OS you are using. There are restrictions as far as what Mac OSX you are using to support the iPhone.

    If the iPhone is locked to a US carrier, you cannot use the SIM card of another carrier on it to either activate it or use the iPhone.
    If you want to use your iPhone with China unicom, you need to get it unlocked by your US carrier.  Contact them to see what their unlocking policy is and if you qualify.

    Ah! Can't say I've ever heard of that screen. However, I did find other similar topics. Try these steps, which worked in one the other discussions I found on these forums.
    1. Removed all IPSW files form ~/Library/iTunes/iPad Software Updates.
    2. Powered down iPad completely.
    3. Opened iTunes.
    4. Held down the Home button on the iPad while connecting it to iTune via cable.
    5. Had iTunes download the correct IPSW and restore my iPad.
    These instructions presume you have a Mac since the ~/Library/... refers to your user account on your Mac. Step 4 assumes you have your iPad connected to your Mac with the provided USB cable.
    If you don't have a Mac, try rebooting your router by turning it off, and turning it back on.

    I found one:
    1. Switch off your iPhone
    2. Press & hold the home button on your iPhone
    3. Connect your iPhone to your PC or Mac with iTunes installed (keep the buttone pressed till the itunes icon appears on the iPhone)
    4. Download and (re)install the latest iOS
    5 Voilla your phone activates over iTunes and/or WiFi
