I have I phone 4. Want to upgrade to IOS6. When I go to general. It does not show me any upgrade button to install. Why?

As stedman says, you need to do it via iTunes, but I'll add that the safest way to do it, is to open iTunes when your phone is not connected, and choose to download the update only. Also, turn off automatic sync, if it is on, so you can be in complete control of your sync. After the update has been downloaded, if you connect your phone, you will be prompted to update it if you wish. Do a backup first, and give yourself a few hours, just in case.

Requires iOS 5.0 or higher to have that setting. If you don't have that setting, follow the directions in the support article you linked to to update your phone.

Macbook doesn't show software update?

I've had my Mac for about 4 years and never had any problems with software updates. But recently one of my friends was telling me about the new Apple App Store for the Macbooks, that came out with 10.6.8, i think. But after that conversation i realized that after i updated my software, i still did not have the app store. So i checked for updates again, but there was nothing. So i clicked the About This Mac button at the top and found out that my Mac's software has stayed at 10.5.8 and has been for awhile. Is there anyway i can update to 10.6.8? and why did my Mac never update the software past 10.5.8?

Any version of 10.5.* is Leopard. 10.6.* is Snow Leopard. You currently have the latest version of Leopard. You would need to purchase Snow Leopard (10.6) in order to get the App Store. You will also need to have Snow Leopard if you plan on upgrading to Lion after it is released later this month.
