Im trying to update my iphone4 to iOS 6, and its now stuck. It won't let me power my phone on and the screen is black with a blue iTunes circle and a picture of a usb cord. I've plugged my phone into my computer and it's not working, still!!! HELP!!!

Im sorry to hear that. You need to restore like brad said.
But you can restore from a latest backup from itunes after restore. I hope you had a recent backup made.

Your iPhone is in recovery mode-- you need to connect it to your computer and, most likely, iTunes will ask you to restore it. If you recently backed up this shouldn't be too much of a problem.

Try to force your phone into recovery mode. Disconnect it from the computer's USB cord. Turn it off if you can by holding the sleep/wake switch until you see the red slide to off. If you can't turn it off, please continue. Press and hold the home button while plugging it into the computer's USB cord. Continue holding the Home button while iPhone starts up. While starting up, you will see the Apple logo. - Also try DFU mode after try recovery mode
