That message usually indicates that the phone was either hacked/modified or jailbroken?
Was this phone ever locked to a different phone carrier?

The above artical started to help.. but eventually I did the following:
1) put device into DFU mode

2) when connecting ipad to itunes, itunes was aware of DFU mode. Just selected the update and itunes downloaded the correct new OS (iOS 7.0.2) and did it's thing.
Note: there was no need to download an older version of iOS. In fact, I was always rejected when attempting a downloaded ipsw. iTunes always said, "This device isn't eligible for the requested build".
Device Info: iPad 3 wifi. Software was iOS beta 7 (7 release 5 I think). -
Did "erase all content and settings" on my iPhone 5s yesterday, due to signal being extremely intermittent, came to try starting it up again, with the view of just putting everything straight back on from iCloud, and it wont activate, been trying for 12 hours now, and just says "Your iPhone could not be activated because the activation server is temporarily unavailable"

i live in iran. this 3gs was a gift from america .. it contains NOTHING. i can do nothing with it. it cannot be updated cuz the version is low. i dunno what t do please help.Possible causes:
1. Your antivirus is blocking access to gs.apple.com.
2. Your phone is jailbroken.
3. Your computer has been used at some time in the past to jaibreak some iOS device (not necessarily the phone with the problem), and its network database was corrupted by the hacking software that was used.
4. Apple's activation servers are down (very rare, and never for more than an hour or so).
5. The phone was reported stolen. If it was it can never be activated again.
For 1. try disabling your antivirus.
For 2. & 3. you need to go somewhere other than an apple forum for help. Although you can try deleting lines containing gs.apple.com from your "hosts" file on your computer. -

Generally this is a sign that the iPhone had previously been
hacked/modified/jailbroken and the update relocked it to the
original wireless carrier. If this is the case, only that wireless
carrier can unlock your iPhone. You must contact them to see
if they offer unlocking and if you qualify.
Where did you acquire this iPhone?
What wireless carrier did you use before this problem?
Does the app Cydia appear on your iPhone?
What does it say when you look at Settings=>General=>About=>Carrier?

i upgraded my iphone 3gs to os 5.1 and since then i have not been able to register it in order to use it, anytime i try to activate it a notification that "the activation server is temporarily unavailable".if i connect it to itunes too, the system tells me to insert SIM card meanwhile, i already have inserted a SIM.

I deleted EVERYTHING under
C:\Users\YourUserName\AppData\Roaming\Apple Computer\iTunes
or YourUserName\AppData\Roaming\Apple Computer\iTunes
Some people have had success only deleting everything in the cookies folder
C:\Users\YourUserName\AppData\Roaming\Apple Computer\iTunes\Cookies

99.9% of the time, the cause of this issue is the fact the phone was jailbroken/hacked to unlock it for use on networks other than the network the phone was originally locked to. Apple maintains a database of officially unlocked iPhones, and when Apple's servers detect phones such as yours, activation stops & you get the message you got.
So, either get a sim card from the carrier your phone was originally locked to, or get it officially unlocked, because it appears that it was not officially unlocked. -

That's almost always because the phone was hacked or jailbroken to unlock it.

Thank you for the note - I have seen similar replies on other posting errors and I see how that could make sense. The thing is, my iPhone is not jailbroken - it is from an authorized distributor. However, when I told them about the "no service" problem on the sim, they were unable to assist. Then my phone messaged that an itunes restore was required - so I did that, several times, to the error message now noted on my post. I wonder if there is some other way to over-write this message? Thanks very much.
