HT4623 What do I do if I receive an "Your Apple ID has been disabled." message when trying to install an app?
Trying to install and app on my iPhone 4s using App Store and when I click on a free app to install I get the "Your Apple ID has been disabled." error message.

Thanks a lot!Depending on why it's been disabled you might be able to re-enable it via this page : http://appleid.apple.com, then 'reset your password'
Or you might need to contact Apple : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page
If it then works on your computer's iTunes but not your phone/iPad then try logging out of your account on the phone/iPad by tapping on your id in Settings > Store (Settings > iTunes & App Stores on iOS 6) and then log back in and see if that 'refreshes' the account on it -

On my iPhone no matter what i always get a message "Your Apple ID has been disabled" even though i can log on on my laptop...
That won't help. You need to contact iTunes support so they can re-enable your account. They only work via email or live chat: http://www.apple.com/emea/support/itunes/contact.html
