If you don't have a SIM card in the phone, you must put one in. It's required for activation.
If you do, then your phone was probably hacked to unlock it from the original carrier. Contact them and see if they will unlock it. If they will not do so, then you can't use that phone. -

Hmm, well... iTunes trys to activate your iPod using the Apple server to make sure you have bought it legit.
Two things come into my mind:
1) Your iTunes can't access the internet.
2) Apples activation servers are down.
That's just my cents, maybe anyone else has an idea. -

I found an article from Apple that specifically outlines how to try and troubleshoot this issue. It's called iPhone: Troubleshooting activation issues found here: http://support.apple.com/kb/ts3424.
Resolution
Perform the following steps if you receive one of the messages above:
Restart the iPhone.
Try another means of reaching the activation server and attempt to activate.
Try connecting to Wi-Fi if you're unable to activate using a cellular data connection.
Try connecting to iTunes if you're unable to activate using Wi-Fi.
Restore the iPhone.
If you receive an alert message when you attempt to activate your iPhone, try to place the iPhone in recovery mode and perform a restore. If you're still unable to complete the setup assistant due to an activation error, contact Applefor assistance.

If it was jailbroken, contact the developers of the jailbreak.
Not all jailbreaks can be completely removed.

Generally this is a sign that the iPhone had previously been
hacked/modified/jailbroken and the update relocked it to the
original wireless carrier. If this is the case, only that wireless
carrier can unlock your iPhone. You must contact them to see
if they offer unlocking and if you qualify.

The message you describe is usually presented when a phone that has previously been jailbroken, hacked or otherwise been altered in an unauthorized manner. I unlcked my iPhone via Telenor like 1 hour ago, and it says i have to restore the phone thru iTunes, when i try to do that and are wrtiting my pin.code after its done, i get this msg. we're sorry we are unable to continue with your activation at this time.

Sorry but i have seen your reply in this same issue in a lot of thread by keep saying this is jailbreaking or unlocking problem,
but this issue happen on Factory Unlock Phone and even iTouch and iPad...
So i don't think u actually are helping by keep saying same thing again n again, while the problem could be from another thing...

Page size problem with pdf export
I have a large text document created in Pages (about 300 pages). It's in A5 size (about 8x5). But when I export it to pdf, the page size switches to 8.5 x 11, screwing up the layout. Any ideas on what's going wrong in the export process? Thanks.
