When you restore all new - you will lose text message, pictures.. however you can sync back contacts/apps/music via itunes. IF you imported your pics to your computer you can sync it back with itunes.
If you restore from backup - then no data loss.

Ok so I'm trying to remove Cydia from my iPhone 4, and I wanted to make sure it's fully removed. I managed to delete the app straight from my iPhone by force deleting the Cydia Installer package, and the icon is totally gone my iPhone. I deleted it because the jailbreak is eating up my battery. If you bought the apps via iTunes, they will be on your computer. If you bought them with the iPhone, syncing would have transferred them. Look for them in:
~/Music/iTunes/iTunes Music/Mobile Applications
Photos taken with the iPhone are transferred via iPhoto or Image Capture when the phone is connected to the computer. Other photos on the phone must have been synched from the computer, so should still be there. -

I downloaded a program today that enables me to access work email from my iphone; however, the security restrictions it has put into place on my phone (not my employer's phone) are making me want to remove the program. Well, if you create iCloud backups, they overwrite one another every night around 1:30 AM, so that may not be so helpful unless of an emergency. The only other way is through an iTunes backup. When an iTunes backup is overwritten, it is sent to the recycling bin. It may take a while to determine which backup you want to open in iTunes, but once you do, you can restore your phone to the backup date of your choice.

If you are asking about a device that is already restored, then no, there is no way to retrieve the prior state of the device unless you have a backup of it.

I offered you help which included much more than just saying you're fishy, and I said this sounds fishy and it certainly does with or without your so called "facts", which certainly can't be proven based on what you say alone.
If you use the same computer that has been used for syncing with your iPhone, it shouldn't make any difference that you changed the passcode out of the blue last night that can' be remembered.
If not, you must place the iPhone into recovery mode. If successful, this will required restoring your iPhone with iTunes. If done on a computer not used for syncing your iPhone, you won't be able to restore from the backup, none of the photos on your iPhone that were transferred from the computer used for syncing your iPhone will be available, your contacts will not be available unless you are accessing an email account that includes over the air syncing for contacts, and none of your iTunes content will be available to be re-transferred to your iPhone - no music, movies, tv shows, or apps. -

No need for the caps.
If iTunes prompts you to restore your phone, then that is your only choice. Just follow the instructions iTunes gives you.
If its not turning on, hold down the power and home buttons at the same time until the Apple logo appears. Then you will be asked to restore your phone in iTunes. -
I wasupdating and restoring my iphone last night and then i was goign through the prompts on my phone to set it back up again. it asked which iphone do you want to back up to and i picked the iphone i thought was mine. Turns out i picked my Dad's iphone!!!! so now everything that is on his iphone is now on mine; contacts,apps, everything. So i thought i could restore it again and try it over but now everytime i plug my iphone5 into the computer for itunes it keeps asking me to set it up as a new iphone or back it up to an ipod. does anyone know how to fix this?????
Have you tried resetting your device? Hold down the Home and Power buttons at the same time and continue to hold them down until the Apple appears (up to 30 seconds). If you see the Apple, then the reset is processing and you should see your Home screen shortly.

When you restore via iTunes all your synced media like apps and music have to be in your iTunes library. The iPod backup that iTunes makes does not included synced media.

Forgotten Restrictions Passcode Help
You will need to restore your device as New to remove a Restrictions passcode. Go through the normal process to restore your device, but when you see the options to restore as New or from a backup, be sure to choose New.

If you moved the iTunes folder to your external drive, you moved the iTunes library file - iTunes Library.itl, which is in that folder.
You need to tell iTunes where it is, start iTunes with the shift key held down and iTunes should ask you to choose a library. -

If you have not had a backup of the data before, you need to check this support document you linked here from about removing the passcode. Without a current backup, you are going to lose data.
