hi guys..pls help me..my iphone4 was taken last night.

Welcome to the Apple Community.
You can only locate your device when it is logged into iCloud and 'Find My Phone' is enabled, additionally the device will need to be switched on and connected to a wifi or cellular network.
Unfortunately, you cannot activate iCloud or 'Find My Phone' remotely.
If the device is wiped by you or another, you may not be able to locate the device (although some have reported they can)

So far as I know, if you don't have Apple's Find My iPhone app installed or another tracking app then I don't know how you can track it. If the police can do anything at all then I'd enquire after that, as I did hear about a robbery recently where the theives took gadgets from a home but threw an iPhone out of their van a few miles down the road as it could track them. The theives were eventually caught. Still, this may have had tracking software. Talk to the police and see what they can do, and maybe go into your local police station, but if that doesn't work I'd say it's gone I'm afraid mate

Change your iTunes (Apple ID) password along with any other password that was stored in the iPod. If any passwords are associated with credit cards, contact the CC company and get your card replaced (with a new number). If any passwords are associated with your bank or any savings institution, contact them also and discuss approprate action with them.
The "Find my..." function is pretty much useless if the device is in the hands of a thief. All that is necessary is for the thief to connect to any computer with iTunes and "Restore as new."
The only real protection you have is with the personal information on the device rather than the physical device itself. This requires action before the device is lost/stolen. Something as small as an iPod should have a strong 8-digit (or longer) password AND be configured for automatic wipe in the event of ten consecutive incorrect password entries.

Find my iphone app is only for finding your iphone or another idevice you may have. You must of enabled find my iphone in the icloud settings as stevejobsfan said. It is not a seperate app and is part of the os.

I am not sure whether you mean " IMEI or MEID " - but most there will say no. It can be done by some cellular providers and 3rd parties(for a fee, usually). Your cellular provider can "Blacklist" using the number.

Find My iPhone is the only way that you can track or locate a lost or missing device. If Find My iPhone isn't enabled on your device before it goes missing, there is no other Apple service that can find, track, or otherwise flag your device for you.

Only if you had set up FindMyiPod prior to losing it. If you did, you might be able to locate it via iCloud. Browse out to https://www.icloud.com/ and log in with your Apple ID and choose Find My IPhone.
Keep in mind that in order to locate it via Find My IPhone, the device needs to be connected to a nearby Wi-Fi network, and must not have been restored by anybody who might have found it.

If you are using iCloud, Just go to iCloud.com --> Find my iPhone and Erase your iPhone right away I guess that is the best solution that you can do.

I'm sorry for your unfortunate situation. This question is asked time and time again - sadly no, you cannot set up "Find my Mac" after it's lost or stolen. The whole point is that you have to set it up before you lose contact with it.
When you get a new Mac, this is one of the first screens you see - "Do you want to set up iCloud to Find My Mac?". I don't understand why anyone would answer "No".
There are third-party location utilities, but again, you have to set them up when the computer is still in your possession. I use Undercover by Orbicule - allows you to locate the computer and take webcam snapshots and keylogs of the person using it. I also have iCloud set up, so I have two options for location should it get lost or stolen.

If you activated the Find My iPhone service (in Settings>icloud), and if the device's batteries still have a charge, the device is not turned off and has not been reset and is connected to wifi, then you can try to track it. Using a computer's browser, log into icloud.com and look at the Find My iPhone page. On a device, invoke the Find My iPhone app (get it for free at the itunes app store) and log into the icloud account. Note: The Find My iPhone **app** does not turn on the service, you can only do that through Settings>icloud.
If the device is listed as "offline", then one of the requirements listed above is not met (like being connected to wifi, or if the device was stolen and the thief reset it).
