iCloud is free at basic level, which includes 5GB of storage - not general file storage, but for email, iOS backups, iWork 'Documents in the Cloud' and any Photo Journals. You can increase the amount of storage if you wish by paying for it: additional 10GB, $20 p.a., 20 GB, $40 p.a., 50GB $100 p.a. At the basic 5GB it's completely free, even in Canada.

Windows users can use the photo stream feature for free by downloading the iCloud control panel, and yet I have to pay to upgrade my iPhoto to the latest version just to use photo stream despite the fact I already payed for a £600 phone, a £1000 2010 MacBook pro and a further £20 for Lion? I'm not having that. Especially when windows users get it free anyway. How can I get the iCloud windows toolbar/panel on my mac? Or how do I get photo stream without upgrading to the new iPhoto?

    cost of iphoto upgrade is a lot less than the cost of windows vista or windows 7 operating systems. 
    but if you had to have it without upgrading lion or iphoto, get windows on your mac's bootcamp and then you can get the control panel for free.
    but all else aside, offering apple content on windows is a means to entice users to purchase other mac products.  Don't forget apple is a business designed to sell products.  Do you get mad at burger king when you purchase a burger and they expect you to pay extra money for fries and a drink?

    I don't pay for more space and I'm backing up two devices to iCloud, a 32G ipad and a 16G phone.
    However, you can merely chose NOT to backup to iCloud. Then you won't run out of space. Items synced to iCloud do not take up your backup space.
    Now, you WILL have to back up to your computer via iTunes the old fashioned way, or risk losing valuable data. Your choice.
    However, if you manage your data responsibility, you won't run out of your 5G of storage on your iCloud backup from normal use.

    No, your iCloud storage is seperate. I have 42GB of music in my itunes match account and I still have almost all of the 5GB of storage space free. You only have to pay for itunes match once and as long as you don't have more than 25,000 songs in your itunes, you are good to go.

    iCloud is free with the basic storage of 5GB. You can extend this for a cost, but otherwise there is no charge.

I looked on  the previous purchase page on my iTunes account and it doesn't record me downloading my songs/apps a second time. Does that mean that I am not charged?     iCloud backs up your iOS device (not your Mac) automatically. You can remove the backup:

    and it will not back up again. This will not affect a backup made using iTunes. The notice you see refers to calendars, contacts, iWork documents and so on, which live on the server and are read from there by your Mac, and so will obviously disappear if you turn iCloud off altogether (which you don't need to do) or turn off Documents (which you don't need to do either).

    Different operating systems. Your iMac runs OS X and the iWork
    applications you have on your iMac are written for OS X. On your
    iDevice, the operating system is iOS and you would need a version
    of the apps written for that. If you are not planninig to use the apps
    on your iDevice (iPhone, iPad, some iPods), you do not need to
    buy them. Having the apps on your iDevices provides instant
    syncing of documents across the iDevices using iCloud. iCloud
    does not provide Google App-like operation if that is what you are
    seeking. If this does not answer your question, perhaps someone
    else will chime in.

    The payment associated with your account is for all iTunes and App store related purchases. If you already have a valid payment method in place, you shouldn't be asked for one when you purchased additional iCloud storage.
