I have a new IPad and I want to transfer my outlook contacts to the address book on the Ipad - I am trying to do it via icloud but it says you need Outlook 2007 or later and mine is 2003 - is there a way this can be done easily

You need a compatible vCard file to import contacts to iCloud, which cannot be exported from Outlook. I'm not sure if there is an easier way, but one option is to set up a Gmail account, then import your csv file to Gmail (see https://support.google.com/mail/answer/14024?hl=en), and export them from Gmail as a vCard (see https://support.google.com/mail/answer/24911?hl=en), which can then be imported to iCloud on icloud.com (see http://support.apple.com/kb/PH3605).

You are using PPPoE but there is no server to authenticate against.. or the modem is already connected and nothing else can join.
Is this ADSL?
Do you have the modem in bridge?
How does it work with the modem working as router? ie what type of connection does your ISP supply.. eg PPPoE is only one.. PPPoA is another.. IPoA or ETHoA.. and sever other more specialised.. PPPoE can only work where it is supported.

You can't bring your contacts onto your iPad directly in this manner. Some of your choices are:
1- Go back to Outlook and export your contacts as a .vcf or .vcard file, then import that into iCloud (you'll need to set up a free iCloud account first). Then set your iPad to sync your iCloud contacts.
2- Import the .csv file you have into something like Yahoo or GMail (or use vcard), then use this type of account to hold your contacts. GMail won't provide contacts directly to your iPad, you'd have to sync your GMail contacts to your iPad through iTunes, or set your GMail account up as an Exchange account to enable active sync to your contacts.
There are other ways, but these are probably your best options.

If your contacts are on icloud.com when you check from your computer, you can sync them to your phone by going to Settings>iCloud, sign into your account and turn Contacts on.

I have Firefox 3.6.16, I upgraded to Firefox 4 but there were many conflicts with Kaspersky so went back to 3.6.16 which is fine but I cannot get Google nor Yahoo toolbars to load. So as a result I tried to reformat the hard drive and reinstall, but I can't reinstall, until I erase the hard drive, but when I try to erase the hard drive it says the erase failed due to an input/output error. What does this mean? What can I do to fix my computer?

The startup drive is failing, or there is some other internal hardware fault.
Make a "Genius" appointment at an Apple Store, or go to another authorized service provider.
Back up all data on the internal drive(s) before you hand over your computer to anyone. There are ways to back up a computer that isn't fully functional — ask if you need guidance.
If privacy is a concern, erase the data partition(s) with the option to write zeros* (do this only if you have at least two complete, independent backups, and you know how to restore to an empty drive from any of them.) Don’t erase the recovery partition, if present.

I have an iPhone 4S that has quit working properly. The wifi option is grayed out and it will not let me get online. It also has some other weird things going on. I've tried everythign to fix it, to no avail. Therefore rather than paying $200 for a (refurbished) replacement, I'm going back to my old 4.
I was told by the AT&T guy not to restore to my new phone because there is a chance that this is software related and it will cause similar problems on my 4. How, then, do I transfer my contacts to my old 4? I can't do it via iCloud because I never set it up on my old phone and it is now inactivated (and can't use wifi).

Your contacts should be on your computer.
You should have been syncing them with your computer from day one.

Welcome to the Apple Community.
If you can't do this on a computer, which would be much easier using drag and drop, then you will need to share the contacts with yourself in order to move them to the iCloud account.
