How do I open an icloud account ?

You can only create iCloud account on an iOS device (iPhone, iPad or iPod Touch) running iOS 5 or higher, or on a Mac running OS X Lion (10.7.5) or higher.  You do this by going to Settings>iCloud (on an iOS device) or System Preferences>iCloud (on a Mac) and signing in with your Apple ID.
Once you create your account you will then be able to sign into the account using the ID on your PC.

    You need your password to delete it and I need the email address to reset the password.  I feel like I'm going in circles!!!  Please help!!!

    Go to https//appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID.  Tap edit next to the primary email account, tap Edit, change it back to your old email address and save the change.  Then edit the name of the account to change it back to your old email address (you shouldn't need to verify the old account).  You can now use your current password to turn off Find My iPhone on your device, even though it prompts you for the password for your old account ID. Then go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud).  Next, go back to https//appleid.apple.com and change your primary email address and iCloud ID name back to the way it was.  Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.

    The iPhone 3G can only be updated to iOS 4.2.1, and iCloud requires iOS 5 or later, so you can't use iCloud with the iPhone 3G

    I'm not sure what they told your at the Apple store, but each Apple ID can only create a single iCloud account.  If you want separate accounts for all these devices, they will have to be created using separate IDs.  Note: you can do this and still share the same ID for other services such as your iTunes store account.  The iCloud ID does not need to be the same as the ID used for other services.
    To create an account, go to Settings>iCloud and sign in with a different Apple ID.  If you want to migrate a copy of the current iCloud data to the different accounts, start by saving any photo stream photos that you want to keep to your camera roll (unless already there) by opening your my photo stream album, tapping Select, tapping the photos, tap the share icon (box with upward facing arrow), then tapping Save to Camera Roll.  If you are syncing notes with iCloud that you want to keep, you'll need to open each of your notes and email them to yourself so you can later copy and paste the text into new notes created in your new account.  Then go to Settings>iCloud, tap Delete Account (which only deletes it from this device, not from iCloud; the devices keeping the current account will not be effected by this), provide the password to turn off Find My iDevice and choose Keep on My iDevice when prompted.  Then sign back in with a different Apple ID to create your new account and choose Merge to upload your data.

    I am unable to delete my iCloud account from my device.     Make sure you are signed into iMessage and FaceTime with your current ID.  If they are signed into the old ID, go to Settings>Messages>Send & Receive and Settings>FaceTime, tap the ID, sign out, then sign back in with your current ID.
    Then temporarily recreate the old ID by going to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID.  Click edit next to the primary email account, change it back to your old email address and save the change.  (You should not have to verify the old email account so it doesn’t matter if you no longer have access to it.)  Now go to Settings>iCloud, turn off Find My iPad and enter your current password when prompted (even though it prompts you for the password for your old ID).  Then save any photo stream photos that you wish to keep to your camera roll (unless using iCloud Photo Library).  When finished go to Settings>iCloud, tap Sign Out and choose Delete from My iPad when prompted (your iCloud data will still be in iCloud).  Next, go back to https://appleid.apple.com and change your primary email address back to the way it was.  Now you can go to Settings>iCloud and sign back in with your current iCloud ID and password (your data will download back to your device).

    Long story short my dad had an apple ID permeating his iPad.  Then one day he changed ISPs without first changing the email address in his Apple ID.  When he subsequently called Apple Support, for whatever reason they couldn't simply change the email on that old account: they had him create a new account (and credited it with the $ balance he had sitting on the old one).
    Trouble is....now he cant remove that old AppleID from the iCloud setting on the iPad since doing so requires a password he's long forgotten (and of course cant get a new one since he doesn't have access to that email address any more).  There is nothing actually stored in that old iCloud, he just wants to switch he iPad to the new account.
    I'm not sure if a backup/wipe/restore will kill that old iCloud account entry or not (and I'm reticent to try since I dont want to be the one to loose something of his in the process!).

    He will have to call Apple again and speak to someone in account security.
