Just upgraded my iPad to IOS5 and when the download was completed, a window said that there was an error and it could not restore. Now I have a black screen with the Apple logo and the circle lines. None of the buttons respond. Help, please!!
Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. Maybe this will let the iPad reboot and then you may need to restore again but see if this helps to start the iPad first.

What do you mean by "Some Internets" ?
If you mean outside your home Wi-Fi then yes you will possibly need a Sign In Password..
If you are referring to your home wireless network then surely you have the Login details..
Try Rebooting your iPad..Clearing out the Wi-Fi networks and start over... -

That doesn't make a lot of sense but, as a guess, you're asking what to do if you want to install apps that require a higher version of the system software. And the answer is you can't install apps that require anything above 5.1.1 -

If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.0.1. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.
