I bought 15g of cloud space and when I changed my password it went down to 5 g and I lost my backup how can I restore my old backup without buying more space because I had enough space with my old password

When you say you changed you password - was this for the same Apple ID, or did you just log into icloud using a different Apple ID and password?  If it was a different ID, then you are now connected to a different account, hence that is why you went back to 5 GB.
