Yes you could delete backups without loosing anything on your device, but iCloud storage has nothing to do with your local device capacity. I guess that your device is just full and that you have to delete something like apps, movies etc to free up some space for other content.
iCloud uses its storage only for
Photos and videos in the Camera Roll
Device settings (for example: Phone Favorites, Wallpaper, and Mail, Contacts, Calendar accounts)
App data
Home screen and app organization
Messages (iMessage, SMS, and MMS)
Ringtones
Visual Voicemails
purchases of apps, music, videos do not count against your iCloud storage capacity ( but please see also iCloud backup and restore overview http://support.apple.com/kb/ht4859).

If you delete the backups it will not delete any content from their device, however the data will be removed from iCloud.
It will also prevent the devices from backing up to iCloud in future, unless this is re-enabled.

I'm new to using Time Machine - I'm making my first backup right now - and I have a few concerns.
So let's say my precious photos are taking up most of my Mac's hard drive space. I back them up with Time Machine on an external hard drive. After that, I want to delete my photos from my Mac because I want more space and my photos are now stored in the external hard drive. I have a few questions about that.
First, does Time Machine's backup system follow the same concept as having extra storage (so would this be a reasonable decision to make)?
Second, if it does, then could I access/open these photos from Time Machine's backup anytime I want?
Third, would I need to use the restore backup function of Time Machine every time I want to open my photos are there alternative ways of accessing my photos, like through opening directory paths to the photos?
Lastly, when the external hard drive becomes full and Time Machine wants to delete my oldest backup files, what can I do to ensure that these photos will never get deleted unless I manually do it? Like, is there a way to lock and secure these files? Or, is it like if these photos are the only copies saved in the backup, I can rest assure that Time Machine will never delete them?

This is a common mistake and I highly advise against it.
1: TimeMachine saves states of changes and thus requires more room on the TM drive than the boot drive it's backing up.
2: Something happens to the TM drive, loss, theft, dropped, power surge, etc., you lose both backups.
3: The storage drive might become a portable need, with it being on the TM drive, now your increasing the risk to the TM backup that something could happen to it along with the storage drive, due to increased movement.

Photo stream photos only remain in iCloud for 30 days. If they were in the camera roll on your 4s when you last backed it up, restoring the backup would recover them.

Two things came with my Firefox when I downloaded it. Speed Dial and Xmarks. When I start the program it locks up and I have to just shut it down. How can I delete them? I only want the Firefox.

When it all loads it locks my computer up totally. I cannot x out of anything. Just kind of "thunks" with a dead sound. My facebook applications runs better on Firefox but I can't seem to get it downloaded alone. What am I doing wrong? I do not want the speed dial for sure. Don't know about the Xmarks.

Years ago I bought office:mac 2008 with 3 licenses, and I want to use one for this MacBook. The problem is that I can't use the disc 'cause it doesn't have CD/DVD driver.

You could but you're taking a chance on losing them if you do. Photo stream photos only remain in iCloud for 30 days. If you ever lose your phone, have to restore it, replace it, or turn off photo stream, you will only get back photos from the last 30 days.
To make sure your photos are safely backed up, import them to your computer while they are in the camera roll, as explained here: http://support.apple.com/kb/HT4083. You will get an option to delete them from your phone after importing them.

Good luck, but they will tell you the same thing that anyone here will tell you.
Unless the device was backed up (via iTunes or iCloud) after the pictures were taken but prior to deleting them on the device, they are gone. There is no way to recover them once deleted without a backup.

Welcome to the Apple community.
You cannot download a backup from iCloud, the only way to access it is to restore to the backup with your new phone, which you should have done when you first connected it. If you restore now, you will lose all the new information you have added to your new phone.

You can delete that backup. You won't lose anything, as it's from an old iPhone and you are not taking files from that backup because your iPhone is being backed up to a different backup

Thank you. I was afraid of that. I backed up from iCloud. I looked at the iTunes one - it had four different ones on there; was hoping I could see because my grandson's phone was redone last year (his mom messed it up then) and didn't know anything was backed up to iTunes. He lost a lot of stuff that time. I'm just trying to get his phone back to par after someone changed his passcode on him as a joke and forgot what they changed it to a few days ago. That is a bad idea. Time Machine is strictly a backup utility. What you describe will require archiving files, which Time Machine is not designed to accomplish.
Once you erase files from your MacBook Air, they will eventually be erased from your Time Machine backup. This is by design, as Time Machine will eventually fill your backup volume and will delete old files as required. Depending on when they were first backed up and how long they existed on your MBA before you erase them, they could disappear in as little as one hour.
Use Carbon Copy Cloner or equivalent "clone" utility and configure it to archive files that do not exist on the source, or simply copy them over manually using the Finder. You can then delete them from your MBA. Bear in mind that once you do that, you no longer have a backup copy. The only copies will exist on the external HD.
