whereas photostream photos from the last 30 days ARE.
'Everything else may be stored in iCloud as a synced data (contacts calendar notes etc) or backup (Settings, Camera Roll and applications data)'
whereas photos that are synced from iTunes CAN NEITHER be synced or backed up to iCloud

Plug your iPad into your computer, open iTunes, and click Restore. This will reset your iPad to factory settings, so make sure everything important is stored safely. Once the restore is complete, do NOT restore from your backup.
If you still have problems, take the iPad to the Apple Store or another AASP (Apple Authorised Service Provider). If you're still within warranty, any service will be of no cost. Check your serial number here or find your receipt.

my ipad3 is disabled after entering wrong passcode. I have never synced it with itune. I transfered my Nikon camera picturs with USB cable from the camera to ipad multiple times. If I restore the ipad, will all pictures saved on the ipad erased afer restore?

No, you will not. First what you do is back up the iPad before you sync (right click on iPad and then click back up). Then restore the iPad you will be given the option to reload from the last back up.

If i back up my phone due to the wifi option being grayed out it says to connect to itunes and reset my phone but everything will get deleted that wont happen if everything is in my icloud account correct
If Wi-Fi is greyed out, it is not possible to backup to iCloud.
If the device is backed up to iTunes and contacts, calendars, notes, etc are synced to a supported application or cloud service, and media and pictures are on the computer, then a restore will not cause any data to be lost. -
My original apple id is not an email address .
I bought iCloud memory via that same account no problem.
When setting up iCloud on iPad you cannot have a primary iCloud account unless it has an email address .
Made new account as per instruction ie [email protected] works fine
BUT as I want to utilise the money spent on the additional memory it would be great to use the initial account set up as my primary HOWEVER as far as I have tried the initial apple ID CANNOT be changed. Bad idea.
What information do you want to share, exactly? You can share contacts, reminders, and calendars with other iCloud users without the need for both of you to use the same iCloud account. You can authorize both phones to use apps purchased under the same Apple ID without sharing an iCloud account.
Sharing an iCloud account is a bad idea in general. There is too much opportunity for someone to damage or delete data that will affect both. -

Of course.
To create the first iCloud account, open Settings > iCloud, type your Apple ID and follow the steps to set up iCloud.
Then, to add a second iCloud account, open Settings > Mail, Contacts & Calendars > Add Account > iCloud, type the second Apple ID and set up iCloud for this Apple ID.

If you are getting a message that says you have a valid Apple ID but not an iCloud ID, it's because you are trying to create an iCloud account on a PC. You can only create iCloud account on an iOS device (iPhone, iPad or iPod Touch) running iOS 5 or higher, or on a Mac running OS X Lion (10.7.5) or higher. After creating your account on one of these devices you will then be able to sign into the account using this ID on your PC.

You can't, i'm sorry. What you're running into is the activation lock and it requires that the original owner release it with their apple ID before you can set it up.

"Your Apple ID can have up to 10 devices and computers (combined) associated with it. Each computer must also be authorized using the same Apple ID. Once a device or computer is associated with your Apple ID, you cannot associate that device or computer with another Apple ID for 90 days." -

settings > iCloud, scroll down and delete account. Re-enter the details of the new account.
