I lost my phone recently so went a replaced it with one i bought off gumtree. I put my new sim in it and although it shows the EE sign in the top left the signal bars are always empty. I guessed this may of been because it was locked to a network. Therefore i paid £1.99 to get a network lock checker on it to find out which network it was locked to. The results that came back confused me a little.

You need to talk to AT&T, but I can tell you that if you aren't a current customer, or a former customer and if you haven't used that iPhone on your accoutn with them for a certain amount of time, they will refuse the unlock. They will only unlock for customers who used the iPhones on an account with them.

The only way to remove a passcode from a device is to restore it. I would back the device up as it is in itunes and then restore. Then restore from the backup and see if the passcode has been removed. This method occasionaly works. If it doesn't and you are still stuck with the pass code, you will need to restore as new. Yes, and other web sites state they sell FDA approved drugs without needing prescriptions....
These web sites are lying, They either are outright identity theft sites or fraudulently stating they don't jailbreak.
There is no way they can legitimately have unlocking codes to submit to Apple or that Apple would break it's contracts with the carriers and cooperate with this tye of unlocking.
