Where do i find / recover deleted text msgs & photos on icloud?

The only way to recover is to perform a restore from an icloud backup.  Unfortunately, may users report that photos do not sync back.
Many users have lost photos while preforming a restore from backup or upgrading the iOS.   Recall, only photos in the camera roll are backed up to iCloud.  There is a way to turn backups for camera roll on/off, perhaps these users had camera roll turned off.
See:
Settings>icloud>Storage & Backups>Manage Storage,  tap the device's name and on the next screen, be sure Camera Roll is turned on.
IMPORTANT...
Photos should be regularly synced to a computer (like you store photos from a digital camera) using either USB via iTunes (on a mac use iPhoto or Aperture to move them to an album) or using photo stream.  If you have been doing that, then you can sync those photos back to your device.
If you haven't been saving photos except relying on iCloud to store them in a backup, then that is risky, as many users have discovered.  I'm afraid I have no advice in this case - there is no "cure".

    You have to set up an iCloud account on your PC and turn iCloud on on your iPad and iPhone 5. There is currently no way to directly access your photos on the iCloud website, but if you set up an account, and turn it on on both of your devices, then you will have PhotoStream, which will share any photos taken by either device with the other.     Respecting to music, you can use iTunes Match, which allows you to upload all your songs onto iCloud and be able to access to them from any device without having them stored in your device.
    In other words, you can't use iCloud for what you want to use it. For photos, you can use a cloud storage like Picasa, and for music, check that iTunes Match meets your needs > http://www.apple.com/itunes/itunes-match/
    You accessed to iCloud from the iCloud website. It doesn't give you access to all iCloud features

    To answer your specific question, if you want to delete photo stream photos, open your my photo stream album, tap Edit, tap the photos you want to delete, tap Delete.  (Unfortunately, there is no "select all" option.)

    When setting up my new phone, the setup assistant didn't appear.  Where can I find the "restore from icloud back up" option so I can transfer all my information?

    You have to erase the phone an go back through the setup again.  Go to Settings>General>Reset and tap Erase All Content and Settings.  Then go back through the setup screens again and when given the option, choose Restore from iCloud Backup (see image below).  Be sure you are connected to wifi and your charger as this will take some time to finish.

    iCould doesn't store your Photos. If you've created any Shared Photo Streams they will be retrieveable.
    Otherwise if you've backed up your iPhone with iTunes to either iCloud or your Mac you can connect your iPhone to your Mac, launch iTunes and restore the backup to your iPhone.

    If the problem persists after you reboot as suggested by Ralph:
    Trouble connecting usually means interference, or another WiFi on the same channel.
    If you have any cordless phones, keyboards, or cameras, check what frequency they use.
    From a MAC or Windows machine you can see what channel each of the available networks are using.  Make sure your network is on a channel nobody else nearby is also using.

    For example, I posted an article on a news site, but found that only a small part of my article was posted.

    I'm not sure whether Firefox saved that information. There is a chance that it is in the session history file, especially if you haven't closed that tab yet. To check that:
    Open your currently active Firefox settings folder (AKA your Firefox profile folder) using
    Help > Troubleshooting Information > "Show Folder" button
    Find all files starting with the name sessionstore and copy them to a safe working location (e.g., your documents folder). In order to read a .js file, it is useful to rename it to a .txt file. Or you could drag it to Wordpad or your favorite word processing software.
    The script will look somewhat like gibberish, but if you search for a word in your article that doesn't normally appear in web pages, you may be able to find your data.
    Any luck?
