I am trying to back up photos on my pc to iCloud .i bought some extra storage.the photos do not back up to iCloud.i did add the the pictuters to photo stream still same.the I cloud is empty.how can I backup my photos in to iCloud with my pc?

Are you using MacOS X 10.0 Yosemite? The current MacOS X Mavericks does not support iCloud drive and Yosemite Beta does not yet support photo libraries in iCloud.
You cannot simply drag a current iPhoto Library to iCloud drive. This will not work.
I thought the purpose of iCloud Drive would be to back up photos online??
Right now, you can store photos in folders on iCloud drive, but to move a photo library there you will have to wait till early next year, when the Photos.app will be released.
iCloud drive is for storing documents and photos and syncing between devices, not for backing up. Any change you do to documents on iClouddrive will be reflected in the cloud immediately, and you cannot restore the previous version. You can redownload music purchased from iTunes as explained here: http://support.apple.com/kb/ht2519. Music from other sources can only be accessed from iCloud if you subscribe to iTunes Match.
Photos can be transferred by putting them in a folder, then selecting the folder on the Photos tab of your iTunes sync settings and syncing. Or, you can transfer them over wifi by using an app like PhotoSync. You can just tap Delete Back Up, you don't need to turn off iCloud.
Deleting the backup only permanently deletes the backup from iCloud. It doesn't do anything the the data currently on your phone. You will want to create a new backup as soon as possible after doing this, however, as you won't have one until your do. You can either intiate this manually to create one immediately by connecting your phone to your charger and to wifi, then going to Settings>iCloud>Storage & Backup and tapping Back Up Now at the bottom (this will take some time to complete the first time), or you can just connect it to your charger and wifi before you go to bed and it should back up automatically (and continue to do so once daily).
You don't need to manually connect your phone to your computer to back up to wifi, but it's a good idea to create a second backup using iTunes occasionally in case your iCloud backup ever fails (I do this weekly). To do this, connect your phone to your computer, open iTunes, click on the name of your phone in iTunes, go to the Summary tab of your iTunes sync settings and click Back Up Now. (Your phone will continue to automatically back up to iCloud daily; this is just a second, manual backup, on your computer.)

If you mean you want to save them to your iPad, open the photo stream album, tap Select, tap the share icon (box with upward facing arrow, then tap Save to Camera Roll). Were you using iCloud? If so, have you checked your photo stream? If you weren't using Photo Stream, there is likely no way to recover your photos.

As far as I know, you don't. iCloud photo stream automatically stores all of your photos for 30 days, then self-deletes them. It's meant to give you plenty of time to download the photos to a computer before they get deleted.
