If you really mean distributing software that you developed, then you and a lawyer might want to review the LabVIEW software license - especially the section on distribution requirements (in my 6.1 version it's section 12). You should also contact NI directly and ask them. This forum is primarily made up of LabVIEW end-users and any legal advice you get here is worth exactly what it costs, in other words, nothing.

I'd maybe try doing a search for Safari on your iPad first (swipe to the left to search). If it shows up in that search you can go to Settings > General > Reset and choose 'reset home screen layout' which will put it back where it would be by default.
All else fails? Restore it.

Also yes.
Directly-connected external drives (ie, USB, FireWire, Thunderbolt) are not backed-up by default. You must remove them from the exclusion list in Time Machine Preferences > Options to get them backed-up. (Network drives cannot be backed-up.)
And they must be formatted for a Mac -- any variation of Mac OS Extended.
If the drive is connected, you can browse or restore normally -- just go to the folder or document in question and Enter Time Machine.
If the drive is not connected, it's a bit different. See #E3 of Time Machine - Troubleshooting.

It won't recognize any hard drive I put in the machine, so might it be the sata cable?

Boot the Recvoery USB, use Disk Utility to select the internal drive makers namea and size on the left.
Now select erase and select the midde option and click erase, it will take a bit to complete but it's best for the drive.
Now select Partiton tab, click the big box and Options: GUID and then Format: OS X Extended journaled and click apply.
Quit and you should be able to install OS X now with your Apple ID and password.

Apple most likely has the same poor taste that Microsoft does when it come to defaults. Microsoft likes to hide things like settings, preset, folders etc from normal users think the dumb or something else. If Apple also hide things you will have to make some system setting changes that will allow Finder to do it job and find it for you.

TS4124 is there a fee for downloading music with cloud icons

Due to a drive failure, I had to reconstruct my iTunes library from a back up. When I did this, I also upgraded to iTunes 11.0.1 (12) and discovered hundreds of tracks with cloud icons, some I had purchased, some I don't remember ever purchasing. Because ONE album with a cloud was one I'd purchased from iTunes a couple of days prior, I assumed that these were all free-access - that is, I have rights to download.
I started clicking on the hundreds of cloud icons and the downloading began flooding through.
Is there a fee for downloading? I didn't see any new fees in my account, but those things can take days. There was not prompt asking "if I wanted to purchase".

Yes, that is the point of having a contract. You received a benefit for signing the contract. If you do not fulfill the contract, there is a penalty. For tablets, it starts at $175.
From the Customer Agreement:
If you cancel a line of Service, or if we cancel it for good cause, during its contract term, you'll have to pay an early termination fee. If your contract term results from your purchase of an advanced device on or after November 14, 2014, your early termination fee will be $350, which will decline by $10 per month upon completion of months 7–17, $20 per month upon completion of months 18–22, $60 upon completion of month 23 and will be $0 upon completion of the contract term. For other contract terms entered into on or after November 14, 2014, your early termination fee will be $175, which will decline by $5 per month upon completion of months 7–17, $10 per month upon completion of months 18–22, $30 upon completion of month 23 and will be $0 upon completion of your contract term. If your contract results from your purchase of an advanced device prior to November 14, 2014, your early termination fee will be $350 minus $10 for each full month of your contract term that you complete. For other contract terms entered into prior to November 14, 2014, your early termination fee will be $175 minus $5 for each full month of your contract term that you complete.
