I have lots of music already on my iPad that wasn't originally purchased through iTunes but I want it uploaded to other devices.. HELP ME PLEASE

Unless you really only have one AppleID that you use with the iTunes Store there's really nothing you can do. In the case of having only one AppleID you should contact iTunes Store support, since that would be a server-side problem.

iTunes match will only work from a computer in terms of uploading new content. You should be able to copy iTunes purchases back via File > Transfer Purchases (File > Devices > Transfer Purchases on iTunes 11). For content from other sources there are some third-party programs listed half-way down this page which might help you get your content back from your phone : https://discussions.apple.com/docs/DOC-3991

Youll get that message when you change the iTunes account you are logged into, you can't keep changing it.

I had this happen back in December/January. I sold my MBP that I used to subscribe to iTunes Match back in December. In January, I bought a used MB and tried to use iTunes Match on it. I was told I had to wait nearly two months to use it on the new computer. I waited and was finally able to use it in the new computer.\
Sadly, this has more to do with the content providers (Record lables / movie studios) than it has to do with Apple impsoing the restrictions.

I upgraded to 20gb iCloud but it isn't enough to back up. I get constant error messages saying there is no backup space and I've not been able to use the upgrade. Apple promised to refund then didn't. Please help is there anyway I can use this space?

If you were told they would refund the price for the iCloud storage - Contact AppleCare and ask to speak with a senior advisor. Have the case number for the promised refund available.
If you are trying to update your device, but you don't have sufficient space to download and install the update, you need to delete content from your device. Buying storage in iCloud does not add space to the device which is what you need.
You can always update using a computer with iTunes installed - this method is faster, and will allow you to make a backup on the local computer (Local backups restore faster than iCloud backups).

iDevices are not and have never been backup devices.
Authorizing a computer does not cause media to magically appear.
Media is only where the user puts it.
Copy the ENTIRE iTunes folder from the old computer to the new computer.

If a computer has been associated with a device (as well as iTunes Matct, it can become associated via automatic downloads or re-downloading past purchases) then you will either need to wait until the 90 days have completed : http://support.apple.com/kb/HT4627

Iphone are meant to be sync to one itunes library only.
You can copy those songs to a cd and then put a copy to your itunes media library.

The operating systems for iOS devices and for Macs are completely different. Applications written for iOS won't run on a Mac no matter what fiddles you try with it. You can sometime extract data by opening the package, but it still won't do you any good. Look in the Mac App Store in your Applications folder to see if there are Mac versions or similar programs (iTunes login required).
