If 4.2.1 is the latest version, then you have a 2nd gen iPod, not 3rd.

This thing worked fine before this update and I've already tried to restore from backup. Any ideas or is the wifi nic bad in this thing with the new apple firmware update? Any fix?

Try the standard fixes:
- Reet. Nothing is lost

If you still have the problem it is likely a hardware problem and an appointment at the Genius Bar of an Apple store is in order.

You have to import the photos such as by syncing them from your computer or saving them from an email attachment. Import from DropBox may also work.
I really do not understand what you mean by a camera app sine the 3G does not have a camera.

An iPod can pn;y sync wiht one iTunes kibrary and the new computer is a new iTunes library:
- Transfer iTunes purchases to the computer by:
iTunes Store: Transferring purchases from your iPhone, iPad, or iPod to a computer
- Transfer other music by using a third-party probgram like one of those dicussed here:
Copy music from Ipod to new computer...: Apple Support Communities
- Connect the iPod to the computer and make a backup by right clicking on the iPod under Devices in iTunes and select Back Up
- Restore the iPod from that backup

Check your settings. The iPads have a small switch on the right edge. It can be used as a rotation lock to keep the screen from automatically reorienting itself as you move around, but you need to have the tablet’s settings configured properly. That same switch, right above the volume buttons, can also be set to function instead as a mute button to silence certain types of audio.
If the switch is set to work as a mute button, you can change its purpose to “screen-rotation lock” by tapping the Settings icon on the home screen. On the Settings screen, tap General on the left side, and on the right side of the screen flick down to “Use Side Switch to.” Tap to select Lock Rotation or Mute to set the button’s function. Even if you set the side switch for your preferred use, you can still mute the Mini or lock the screen. If you are using iTunes on Maverick OSX 10.9 then syncing of contacts and calendars has been removed. The replacement is to use iCloud instead.

If you are running iOS 3.1.3, it is very likely you have a 1st generation iPod touch. That is the highest iOS version it can handle.
Regardless, you can find plenty of apps in the iTunes store which run on older devices. Here is my favorite solution for filtering compatible apps:

It seems like your iPod touch is not recognized by iTunes on your Mac, but your iPhone 6 is working normally.
I recommend starting with these steps to troubleshoot your iPod touch and connection with your Mac:
Check your USB connections
Unplug other USB devices from your Mac and try again.
Try a different USB port.
Try a different USB cable.
Restart your device
Restart your iOS device or reset your iPod.
Restart your Mac
Turn your Mac off and back on.
Update your software
Check for software updates on your Mac.
