That's almost always because the phone was hacked to unlock it at some point, or because you don't have a SIM card in the phone.

I imagine a ton of people are attempting to activate after the update, and the server is getting overloaded. Simple patience, maybe keep trying, and if possible, try a little later. Think of it as all those people lining up at Apple Stores + about a million more.

Did you uninstall iTunes and all other Apple related software using the instructions in this Apple support document?

I got my iPhone 4 yesterday. I almost immediately had issues with it. I contacted Apple and was told to do a restore via iTunes online. I completed the restore and now my phone has an iTunes logo on it with an arrow pointing at the logo and a picture of a USB cable beneath the arrow. I can't get the phone to do anything else and I can't contact support because my phone isn't working. Can someone please tell me what I'm doing wrong? I listed the operating system below as "Other OS" because I don't know what operating system I have.

you do as the logo suggests: connect your iPhone to your computer and restore using iTunes.

Resolution
- Restart the iPhone.
- Try another means of reaching the activation server and attempt to activate.
- Try connecting to Wi-Fi if you're unable to activate using a cellular data connection.
- Try connecting to iTunes if you're unable to activate using Wi-Fi.
- Restore the iPhone.
If you receive an alert message when you attempt to activate your iPhone, try to place the iPhone in recovery mode and perform a restore.

When this all failed I went to my parent's iMac and logged into my itunes account there and used Safari on their machine but I got an error saying that the itunes store wasn't avaliable. I authorized that computer as well.

You should copy everything from your old computer to your new one, then sync.
The iphone will sync with one computer at a time. Syncing to another will indeed erase the current content and replace with content from the new computer.

I've confirmed the mac address is included on that list and that the password is correct. Under choses netwrok I select the network and it just goes into a spin. I have tried removing the password and the access list settings and it still will not complete the connection to the router thus no internet access. The routers firmware is also up to date. This thing worked fine before this update and I've already tried to restore from backup. Any ideas or is the wifi nic bad in this thing with the new apple firmware update? Any fix?

Yes all contacts checked and getting pop up message that says "your contacts, calendars,& bookmarks are being synced with ICloud over the air, so it isn't necessary to synch these items using itunes. icloud sync can be configured using your devices mail, contacts & calendar settings".

I have the exact same problem trying to use the Remote app on both my iPhone 3gs and iPad 2 with either my Mac or ATV2. My Remote app used to work on my phone - I can't recall if I ever actually used it with my iPad, but when I tried today, I got all the same results as you did (on both iPad, and then iPhone). Unless the iPhone was purchased as unlocked very recently directly from an Apple Store (the only place in the US where unlocked iPhones are sold, and then only since June), which from the symptoms I doubt is the case, then it was locked to AT&T and jailbroken to make it work with an Irish cell carrier. Updating the operating system has now relocked the iPhone back to AT&T.
Only the cell carrier can institute an official unlock, one which will hold across updates of the operating system, and AT&T will not do so for any reason. All we can advise here is that you return the iPhone to your uncle and purchase an iPhone there in Ireland.

You can not install anything but the current version of iOS. If you have a 3Gs, then you can install 6.0.1 by plugging it into your computer running iTunes (10.7 or higher). If you have a 3G, 4.2.1 is the end of the line.
