My phone is completely frozen. I was trying to upgrade the IOS on my iPhone 4   iTunes no longer sees the phone as a device so I can't operate the
Hone through iTunes anymore.  I have the latest version of iTunes and even redownloaded it. 

I have a 4S and have the identical problem.  I also redownloaded iTunes just to make sure.  Does not recognize my phone as a device either. Phone is locked and useless

    Did you follow the instructions in the message and contact Apple, which you can do through iTunes Store Support. If Apple have asked you to contact them, then the issue can only be resolved by them.

When i connect my phone to itunes, the screen displays the apple icon and doesn't connect to iTunes.  I need to backup info on this phone so I can apply my back up to a new iPhone. Is there any another way i can do this? My older phone will not show it's connected to iTunes. I used iCloud on the phone with problems, but I didn't back up all the info thru iCloud. Is there another way to back up?

    Sounds like your phone is in recovery mode.  In this case, all data on it is gone.  There's nothing to back up.

    Remember, any purchased item from the itunes store is forever associated with the Apple ID used to buy it.  So when you get prompted for an ID/password and it doesn't accept it, then you are using the wrong ID.
    Go to Settings>iTunes and App Stores, be sure it's logged into the ID you have set on the iphone (since that one seems to be connecting with the right ID).  If you've done this, then you might wait a bit to see if the "cannot connect to .. store" message has to do with internet connections.

              If you cannot turn off the device using the slider, press and hold the Sleep/Wake
              and Home buttons at the same time. When the device turns off, release the Sleep/Wake
              and Home buttons.
         3. While pressing and holding the Home button, reconnect the USB cable to the device.
             The device should turn on. Note: If you see the screen pictured below, let the device
             charge for at least ten minutes to ensure that the battery has some charge, and then
             start with step 2 again.
         4. Continue holding the Home button until you see the "Connect to iTunes" screen.
             When this screen appears you can release the Home button.
         5. If necessary, open iTunes. You should see the following "recovery mode" alert:

    Thanks for the question. The following article provides some solutions if you are having issues with passcode lock:
    iOS: Forgotten passcode or device disabled after entering wrong passcode

    If you have never synced your device with iTunes, or you do not have access to a computer
    If you see one of following alerts, you need to erase the device:
    "iTunes could not connect to the [device] because it is locked with a passcode. You must enter your passcode on the [device] before it can be used with iTunes."
    "You haven't chosen to have [device] trust this computer"
    If you have Find My iPhone enabled, you can use Remote Wipe to erase the contents of your device. If you have been using iCloud to back up, you may be able to restore the most recent backup to reset the passcode after the device has been erased.
    Alternatively, place the device in recovery mode and restore it to erase the device:
    1. Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
    2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to shut down.
    3. While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
