Was your phone ever locked to a different carrier than the one you have now?
Did you buy this phone second hand or from an authorized Apple dealer?

HT4061 found old iphone 4. want to use it for wifi. But it wont let me into my iphone. it says activation required and then plug into itunes, then as soon as I plug it into itunes it flashes the apple logo on and off and wont be detected on itunes.

found olf iphone 4 or 4s in the back of my parents closet. They told me I could now have it back and its been a year since the last time I saw it. It wont turn on unless it is plugged up to a wall plug in. But as soon as I turn it on it says activation required then it says plug into itunes. After I try doing that it plugs into my computer but flashes the apple logo on and off. It wont even turn on all the way when plugged into computer...only the wall. ANY IDEAS?): and no I didnt steal/find this phone. It is mine. I dont have the guts to steal but a lot of people online have accused me.

The Apple ID and Password that was Originally used to Activate the iDevice is required

HT1386 my phone will no longer turn all the way on or sinc... It just says activation required.

The only time I have ever seen that is when my SIM card is out of my phone. Try opening the sim card tray and then replacing it after a minute. Use a paperclip to pop the door open on the side of the phone (if it is a 4 or 4s) or on top (if 3GS) and see if that changes the alert message. Check back with status if that doesn't help. You can also trying a full restore by plugging it into your computer and opening iTunes. When it recognizes the phone click on the phone name in the left menu and hit restore. This will erase the phone but if you have a backup you can restore from that after it resets the phone or you can set it up as a new phone and start from scratch. TS2755 My iPhone 4 says that I need to restore it every day, even after I have already restored it. When I try to restart the phone after receiving the restore message, it then changes and says "activation required". How do I fix this?

My iPhone 4 keeps having the "Restore Needed" message pop up on my phone. I have restored my phone several times this week, and it still keeps happening. The "Restore Needed" message pops up, so I immediately do a hard shut-down. Once the phone restarts, the phone then says "Activation Required". I keep shutting down and restarting the phone, and sometimes it snaps out of it, seemingly on its own. Sometimes I have to go home and restore and activate my phone. How do I fix this? I'm 2.5 hours away from the closest Apple store and 1 hour away from the closest AT&T store.

Make the time and take it to the Apple Store. Make an appointment first. Or you can call AppleCare and go for a mail in replacement.

HT201210 feeling a little lost. i was updating to new phone software now phone has gone back to new mode. it recognises my phone but wont allow me to ststem backup from itunes as it does not like the passwords i use as it says system restore already done

To change the iCloud ID you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iDevice, then sign back in with the ID you wish to use.
If your sister doesn't know the password for her old ID, and if her old ID is an earlier version of her current ID, she needs to temporarily recreate the old ID so you can delete if from your phone using her current password. To do this, have her go to https://appleid.apple.com, click Manage my Apple ID and sign in with her current iCloud ID. Click edit next to the primary email account, change it back to her old email address and save the change. Then edit the name of the account to change it back to her old email address. You can now use the password for her current ID to turn off Find My iDevice on your device, even though it prompts you for the password for her old account ID. After you do this, Next, have your sister recreate her current ID again by going back to https://appleid.apple.com and changing her primary email address and iCloud ID name back to the way it was.
Then your can save any photo stream photos that you wish to keep to the camera roll on your device, then go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted. You will be prompted to either keep or delete the iCloud data from your device. If the data is already in another account you can choose Delete. If you need to migrate it to another account, choose Keep, then choose Merge when signing into the new account.
