iPad Mini - iOS 7 just loaded - Apps need to be updated - will not complete as it requires me to change stores - how do you do this?

Change App Store
1. Tap "Settings"
2. Tap "iTunes & App Stores"
3. Tap on your Apple ID
4.Tap "View Apple ID"
5. Enter your user name and password.
6. Tap "Country/Region."
7. Tap "Change Country/Region"
8. Select the country/region where you are located; re-select country/region even if it is correct
9. Tap "Done".
Note: If the change doesn't take effect, sign out of account and sign in again.

I am having the same issue with the sound echo on my iPhone 4S. It seems OK when I talk on the phone, but all the alert sounds do it. Yes, go to your 'iTunes Store' app on your iPhone or whatever device you lost them on, then go to the 'more' tab, and choose 'purchased', then find your ringtones that you wanted and redownload them, you won't need to repay for them.

Can I recover a forgotten iPhone restrictions passcode?
The purpose of iPhone restrictions is to lock certain functions of the device. They are also referred to as Parental Controls, capable of hiding songs with explicit lyrics, preventing YouTube from running, etc.

After restoring as a new iPhone the Parental Controls are reset to default and the passcode disabled.

You should be able to turn this feature off by going into Settings-->General-->Accessibility. The feature is either VoiceOver or Speak Selection that is causing your iPad to speak to you. Just turn off whatever features in Accessiblity are turned on.

Many people are having this problem for the last couple of days. This is a problem that Apple has to fix. If you look around the forum, you will see many, many discusssions about this and they have been going on for a few days.
According to Fly150 in another discussion, this is a workaround - for the time being.
If you want to update the Apps while waiting for Apple to fix Updates:
1. Go to App Store
2. Select Purchased
3. Select All
4. Scroll down to find the Apps showing update
5. Select update on the Apps
This should update the Apps and get rid of the update count in App Store.

You didn't specify which way you are trying to update - using the Software Update setting on the iPad or by using iTunes. I will assume that you are using iTunes because the kb article that linkd you to here was the one about iTunes error codes.
Quit iTunes, reset your iPad, restart your computer and try again. Disable your firewall and antivirus software of you are using it.
Reset the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

Since other millions of people updated and do not have that problem - it means one of two.
1.Your friends lied to you and do not have that problem and in that case only your installation of ios7 got corrupted and you need to restore your phone.
2.Your friends didn't lie to you and all 4 of you need to restore phones (that way reinstalling ios 7 properly)

If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.1. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.

If you are currently running an iOS lower than 5.0, connect the iPad to the computer, open iTunes. Then select the iPad under the Devices heading on the left, click on the Summary tab and then click on Check for Update.

Launch the Activity Monitor in /Utilities and sort by name. Select any that refer to the app (shame you didn't indicate what it was), click on the Quit Process button, and click on Force Quit. When all are gone, empty the trash.
